Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Subcontracts Administrator to lead the subcontract activities across multiple proposals and programs.

You will develop, negotiate, and administer subcontract agreements in accordance with FAR and company policy, performing price and cost analyses and maintaining CPSR-compliant files. Ideal candidates have a Bachelor’s degree in Business, 4+ years of federal procurement experience, and strong communication skills.

Qualifications

  • Bachelor’s degree in Business or related field.
  • 4+ years of procurement and subcontract administration experience with federal contractors.

Responsibilities

  • Develop, compliant and comprehensive Requests for Proposal (RFP) in support of multiple Government Solicitations.
  • Analyze proposals for cost, schedule and risk considerations.
  • Develop, negotiate, and administer subcontract agreements, modifications and task orders per FAR.
  • Conduct price and cost analyses as required.
  • Manage acquisition lifecycle from new business to subcontract agreements with varying value, type, and risk.
  • Collaborate with SPA Director of Subcontracts, Contracts Administrators, and Program Managers for contract success.
  • Create CPSR compliant subcontract files.
  • Maintain excellent internal and external customer relations at all levels.

The Subcontracts Administrator is responsible for leading the subcontract activities of multiple proposals and current programs. This position is for a problem-solving and competitive individual that has a passion to succeed.

Responsibilities
  • Develop, compliant and comprehensive Requests for Proposal (RFP) in support of multiple Government Solicitations.
  • Analyze proposals for cost, schedule and risk considerations.
  • Develop, negotiate, and administer subcontract agreements, modifications and task orders in accordance with company policy and Federal Acquisition Regulations (FAR).
  • Conduct price analysis, cost analysis (as required).
  • Execute all aspects of the acquisition life-cycle from the development of new business to the resultant subcontract agreements of varying levels of dollar value, subcontract type(s), risk, and complexity.
  • Work as an integral team player with the SPA Director of Subcontracts, SPA Contracts Administrators, and Program Managers for contract success.
  • Be responsible for creating CPSR compliant subcontract files.
  • Establish and maintain excellent internal and external customer relations at all levels of the organization, acting as liaison with subcontractors for all proposal and subcontract matters.
Qualifications
  • Bachelor’s degree in Business or related field.
  • 4+ years of experience in procurement and subcontract administration with contractors to the federal government.
Skill Requirements
  • Knowledge and understanding of the FAR and DFARS.
  • Experience with CPSR requirements.
  • Experience with supporting proposals for FFP and Cost Reimbursable federal acquisitions.
  • Ability to interface with all levels of management.
  • Excellent written and oral communication skills are required.
  • Ability to be flexible and work independently or collaboratively in a fast paced environment.
  • Experience working in accounting systems, such as Costpoint or SAP
  • Eligibility for a DoD security clearance desired.
  • Proficient in MS Office applications especially Excel, Word and PowerPoint.
