Job summary

Brevco Services seeks a contractor to support Electromagnetic Operations and Electromagnetic Warfare development in Norfolk, United States. You will coordinate DOTMLPFI efforts, engage with senior leaders, and liaise with NATO/NCS structures to advance capability programs.

The role requires experience in EMO/EW, multinational environments, and project management, with occasional travel and interaction across national and international military partners.

Qualifications

• Master’s degree or Bachelor’s degree with 5 years in relevant field (may substitute).
• 3 years’ experience briefing senior leaders/decision makers in the last 10 years.
• 5 years operational knowledge of EMO/EW at Tactical or Joint level in last 12 years (military or civilian).
• 2+ years Programme/Project management experience in complex environments in last 10 years.
• 2+ years multinational organization or NATO/NCS/NFS exposure in last 10 years.

Responsibilities

• Provide support to development of EMO/EW capability products per NATO governance and DOTMLPFI lifecycle.
• Assist ACT JE Capabilities Programme Director and Project Coordinators with programme management and stakeholder interaction.
• Elicit, capture, develop, analyse, evaluate and trace requirements across DOTMLPFI.
• Develop and review EMO/EW doctrinal corpus and related policies/directives.
• Coordinate DOTMLPFI development and organise workshops and meetings; travel up to 40 days/year.

Essential Qualifications/Experience

• Master’s degree or similar national academic or Military College qualification in engineering, information systems, computer science, project management, business administration or related disciplines. Can be substituted with Bachelor’s degree and 5 years of experience in relevant field
• Demonstrate 3 years’ experience in the last 10 in briefing senior leaders/decision makers
• Demonstrate 5 years operational knowledge of EMO/EW at Tactical or Joint level (e.g. Joint Interface Control Officer- JICO and Multi-interface tactical data link experience; Navigation Warfare-NAVWAR, Precision Navigation and Timing-PNT, and Battlespace Spectrum Management-BSM) within the last 12 years either as a military officer or as a civilian
• Demonstrable experience, minimum of 2 years within the last 10 years, Programme/Project Management experience in the past ten years within a complex and dynamic environment, with a focus on military capability development
• Demonstrable experience, minimum of 2 years within the last 10 years, working in a multinational organization (e.g. European Defence Agency) or NATO Command Structure (NCS) / NATO Force Structure (NFS) and familiarity with NATO agencies’ role in system development

Duties/Role

• Provision of support to the development of Electromagnetic Operations and Electromagnetic Warfare (EMO/EW) related capability products in accordance with the NATO governance model for the delivery of common funded capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a through life cycle approach, based on the guidance of the ACT Joint Effects (JE) Capabilities Programme Director/Section Head; the EMO/EW Project Coordinator and the JE Integrator/Architect
• Support the ACT JE Capabilities Programme Director and Project Coordinators in their programme management efforts, including the interaction with EMO/EW and Joint & Multi-Domain Effects stakeholders at all levels, from strategic to tactical
• Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI
• Support the development, analysis and review of EMO/EW related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives)
• Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development, across the capability’s lifecycles
• Organise and participate to workshops, seminars, conferences and meetings in support of the activities above
• Collaborate with national and international military and civilian organizations, including centres of excellence and academia, in support of the activities above
• Administration of EMO/EW capabilities development programmes status information in the electronic environment supporting ACT warfare development information sharing and coordination
• Support the interaction with NATO Agencies in context of the EMO/EW capabilities development programmes and validation of capabilities
• Identify lessons and Best Practices and contribute to their learning within the organization
• Support the ACT JE Capability Programme Director and the EMO/EW Project Coordinator and travel to meetings and conferences both within and outside NATO’s boundaries for up to 40 days per year
• Perform additional tasks as required by JE Capabilities Programme Director and the COTR related to programme management efforts
