Job summary

City of New York’s NYC DOT seeks a Contract Specialist to manage a portfolio of construction and operate-and-maintain contracts, guiding them from planning through closeout. The role requires organization, coordination with technical leads, and strict adherence to procurement processes.

The successful candidate will oversee invoicing, changes, and reporting while ensuring compliance and timely decisions. Remote work eligibility is available up to 2 days per week.

Qualifications

• Master's degree in economics/finance/accounting/business/public administration or JD.
• Bachelor's degree + 2 years relevant experience in budgeting, accounting, or economic analysis.
• Associate degree + 4 years professional experience in budget/finance or program evaluation.
• High school diploma + 6 years of professional experience in budget/administration or related fields.
• Combination of education and experience accepted with high school diploma required.

Responsibilities

• Own a portfolio of construction and operate-and-maintain contracts from planning through closeout.
• Coordinate with technical leads to define scopes, deliverables, and acceptance requirements for procurements.
• Build and manage procurement and contract-action schedules to prevent gaps in coverage.
• Drive invoice review and payment processing with backups and approvals.
• Prepare and track change orders and amendments with cost and schedule impacts.
• Track spending, balances, and risks; raise issues for timely decisions.
• Maintain complete contract records and audit-ready reporting for leadership.
• Support additional tasks to meet evolving project needs.

Education

Master's degree in economics/finance/accounting/business/public administration

Bachelor's degree + 2 years relevant experience

Associate degree + 4 years relevant experience

High school diploma + 6 years relevant experience

Education/experience combination per 1-4 above (30 credits per year)
