Selected candidates gain foundational expertise in federal acquisition regulations, negotiation strategies, and commercial vendor management through a comprehensive development program.

Qualifications

• Bachelor's degree from an accredited institution in any field.
• Master's degree or 1+ years of specialized business/procurement experience.
• FERS pension plus Thrift Savings Plan (TSP/401k) with up to 5% agency matching.
• 13 to 26 paid vacation days annually, 13 paid sick days, 11 paid federal holidays, and 12 weeks of paid parental leave.

Responsibilities

• Market Research & Planning - Analyze commercial marketplace capabilities, draft formal solicitations, and coordinate with technical program managers.
• Negotiation & Evaluation - Evaluate price proposals, perform structured cost analyses, and negotiate contract terms and pricing with commercial vendors.
• Contract Award - Prepare legally binding federal contracts and ensure compliance with FAR/RFO and applicable regulations.
• Administration & Closeout - Monitor vendor performance, process contract modifications, approve payments, and execute contract closeout actions.

We are recruiting multiple entry - and developmental-level Contract Specialists (NH-1102-II/III - GS-12 or GS-07T12 equiv) under the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo)

Selected candidates undergo comprehensive professional development, gaining foundational expertise in federal acquisition regulations, negotiation strategies, and commercial vendor management.

Responsibilities:

• Market Research & Planning - Analyze commercial marketplace capabilities, draft formal solicitations, and coordinate with technical program managers.
• Negotiation & Evaluation - Evaluate price proposals, perform structured cost analyses, and negotiate contract terms and pricing with commercial vendors.
• Contract Award - Prepare legally binding federal contracts and ensure compliance with the Federal Acquisition Regulation (FAR/RFO) and applicable supplemental regulations.
• Administration & Closeout - Monitor vendor performance, process contract modifications, approve payments, and execute contract closeout actions.

Minimum Qualifications:

• Entry level: Bachelor’s degree from an accredited institution in any field.
• Advanced Entry: Master’s degree or 1+ years of specialized business/procurement experience.
• Annual salary adjustments and bonuses are tied directly to your contributions via the Contribution-based Compensation and Appraisal System
• Starting salaries can be set more competitively within the broad NH-II/III range based on academic honors, GPA, or unique prior experience.
