Job summary

NAVFAC ENGINEERING CMD MID-ATLANTIC seeks a CONTRACT SPECIALIST in the Contracting (CON) Division. You will serve as the technical authority on contractual matters and lead evaluations of contractor capabilities and performance.

You will write procedures implementing procurement policy issuances and guide the team through the full procurement lifecycle. The role requires DoD 1102 qualifications, and experience with pre/post award actions, audits, and closeout processes.

Summary

You will serve as a CONTRACT SPECIALIST in the Contracting (CON) Division of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will serve as technical authority on the acceptability and applicability of contractual matters related to the program.You will perform or direct in-depth evaluations of the financial and technical capabilities of the performance of potential contractors.You will apply new developments to problems not susceptible to treatment by accepted methods to extend existing contracting techniques and develop procurement policies for use by other contracting personnel in solving procurement problems.You will make decisions or recommendations on the interpretation and content of agency policies concerning management and development of long-range or interrelated procurement programs.You will write activity operating work processes and procedures, i.e., instructions/processes implementing procurement policy issuances.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing the full range of pre and post award contractual actions required in the procurement of services, construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
