Job summary

Hopelink, a leading nonprofit in North King County, seeks a Contract Specialist for its NEMT Transportation Brokerage. You will monitor contracted providers, audit performance, and ensure compliance with driver licensing, training, and background checks.

The role requires collaboration with medical facilities and service partners to maintain safe, reliable, and cost-effective transportation for clients. You will travel within King and Snohomish Counties, with a hybrid schedule, and participate

Qualifications

  • One year or more of experience in the transportation field with knowledge of contractual compliance processes.
  • Experience establishing and maintaining effective working relationships with employees, contractors, and external agencies.
  • Strong planning and organizational skills.
  • Collaborative and team player.
  • Ability to exercise sound judgment and creatively problem solve.
  • Exceptional verbal and written communication skills.
  • Experience with paratransit, DOT, and ADA regulations preferred.
  • Valid driver's license with proof of auto liability insurance.

Responsibilities

  • Collaborate across Brokerage positions to improve client service and relationships with providers and facilities.
  • Monitor and evaluate subcontracted providers' performance; audit fleet records and verify licensing/training/background checks.
  • Measure performance and develop improvement plans; conduct partner training onsite.
  • Serve as liaison among Hopelink, providers, and medical facilities to address issues.
  • Develop business relationships across King County to expand program impact.
  • Plan and present KPIs, policy updates, compliance requirements, and outcomes at quarterly meetings.
  • Travel throughout King and Snohomish Counties; mileage reimbursed.

Work Schedule:Hybrid schedule Monday – Friday 8:00am – 5:00pm with some flexibility. Typically, 75% onsite and 25% remote. More onsite time may be required during training or based on business need. This position requires frequent travel within King and Snohomish Counties.

The career opportunity: The Non-Emergency Medical Transportation (NEMT) Contract Specialist works with Hopelink Transportation Brokerage service partners (transportation contractors) as a liaison and compliance monitor. The Contract Specialist is responsible for monitoring and auditing the service of our contracted service providers’ performance to ensure the safe, reliable, and cost-effective transportation of clients. This position also works independently to facilitate the relationships between Hopelink and medical facilities; monitoring service, contractual compliance, evaluating effectiveness, troubleshooting issues and educating facility staff on the NEMT program. The ideal candidate will be detail-oriented, resourceful, exercise sound judgment, and possess a passion for limiting barriers to healthcare access.

  • This position is a Service Critical Employee with specific attendance requirements:
  • Employee must manage own transportation needs in adverse weather, including possible limitations to public transportation options. Regular attendance and punctuality are essential to our business and to this position.

Examples of what you will be doing:

  • Work collaboratively across all Brokerage positions to improve service for our clients and relationships with service providers and medical facilities.
  • Provide real-time monitoring and evaluation of subcontracted service providers’ performance, including auditing provider fleet maintenance records and verifying subcontractor compliance with contractual requirements for driver licensing, training, and background checks.
  • Measure partner contractual performance, identify needs, collaboratively develop performance improvement plans, and conduct onsite service partner training.
  • Serve as a contact amongst Hopelink, service partners, and medical facilities to ensure that steps are proactively taken to handle problems that may affect the service or contractual obligations.
  • Through outreach, develop business relationships throughout King County to expand program impact.
  • Plan, create, and present to medical facilities, transportation service providers, and community stakeholders during quarterly partner meetings, effectively communicating key performance indicators, policy updates, compliance requirements, and program outcomes.
  • Travel throughout King and Snohomish Counties. Travel may be required 1-2 days per week during the workday, or more based on business need. Mileage will be reimbursed.

  • Compensation: $27.25/hour
  • Up to 10 paid vacation and sick days annually and 10 paid holidays
