Job summary

PBG’s McLean, VA office is seeking a senior program leader to direct contractor performance for the customer, serving as the principal contractor liaison with full authority over staffing, operations, quality, security, schedule and cost.

The Contract Program Support Manager will lead a large, multi-function workforce delivering administrative, records, fraud-support, training, and business-process activities, while ensuring compliance and strong customer responsiveness.

Qualifications

  • Bachelor’s degree.
  • PMP certification.
  • Eight (8) years of progressive management experience in a production or office environment.
  • Four (4) years managing a team comparable in size and scope to the Headquarters personnel assigned.
  • Four (4) years of managing a seasonal or temporary workforce.
  • Four (4) years of experience using Microsoft Word, PowerPoint, Excel, and Outlook.
  • Ability to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external use.
  • Knowledge and expertise in personnel management, with excellent oral and written communication skills.
  • Advanced proficiency in Microsoft Office applications.
  • Ability to prioritize workload for large teams and demonstrate excellent organizational skills.
  • Ability to interpret and apply regulatory material.
  • Ability to perform the duties of any Team Leader.
  • Must be bondable if performing cashier closeout functions.
  • Ability to work on-site in Washington, DC and sustain long-term availability.
  • Ability to lift and transport up to 45 pounds.
  • Proposal-ready resume with complete month/year dates that clearly substantiates every mandatory qualification.

Responsibilities

  • Serve as the primary contractor liaison, the Contracting Officer, and the Contracting Officer’s Representative.
  • Exercise full authority to act on behalf of the contractor and provide full control over all contractor operations at the customer Headquarters.
  • Lead a large, variable, multi-function workforce supporting program analysis, administrative services, records operations, fraud-related support, training, quality, and business process improvement.
  • Direct staffing, recruiting, onboarding, succession planning, cross-training, and surge response to maintain uninterrupted service.
  • Manage contract performance, deliverables, schedules, risks, issues, quality assurance, internal controls, security, and corrective actions.
  • Establish and maintain governance, reporting, escalation, and communication processes across PBG, teammates, and Government stakeholders.
  • Monitor productivity, accuracy, timeliness, staffing levels, customer service, training completion, and other performance indicators.
  • Ensure compliance with the Privacy Act, Internal Controls, standards of conduct, security policies, standard operating procedures, and restricted areas requirements.
  • Lead transition-in, transition-out, continuity, additional operational support, and authorized overtime planning.
  • Prepare and present executive briefings, monthly status reports, management recommendations, and oral-presentation responses.
