Wolf Lake Services is looking for a highly qualified Contract Program Manager (CPM) responsible for leadership and oversight of the implementation of comprehensive anti-harassment and misconduct inquiry services in support of the United States Department of Agriculture (USDA), US Forest Service’s (USFS) Work Environment and Performance Office (WEPO) Inquiries and Anti-harassment Support Services requirement. The CPM is responsible for managing all aspects of the contract, including the coordination of inquiries, quality control, stakeholder collaboration, and strategic reporting. The ideal candidate will ensure that all deliverables align with USDA USFS WEPO guidelines and performance standards while safeguarding sensitive information and adhering to federal policies. This role requires a skilled leader with expertise in employee relations, investigative procedures, and project management to foster a respectful and inclusive workplace environment.

Core Duties:
Program Management:
  1. Oversee all contract operations, ensuring alignment with the Statement of Work (SOW) and organizational goals
  2. Serve as the primary liaison between the contractor team and the Forest Service, coordinating with the Contracting Officer’s Representative (COR), Anti-Harassment Branch Chief, and Case Managers
  3. Monitor the performance and progress of inquiries, ensuring quality, accuracy, and timeliness of all deliverables
  4. Ensure the consistent, accurate, and timely completion of inquiries and investigations related to anti-harassment reports, in alignment with FS Manual (FSM) 8000 and FS Standard Operating Procedures (SOP)
  5. Coordinate and communicate with the Anti-Harassment Branch Chief, Anti-Harassment Case Manager, and other FS points of contact to review and finalize inquiry reports
  6. Assign and manage contract inquiry officials, ensuring they meet certification and training requirements
Strategic Reporting and Analysis:
  1. Identify workplace trends related to harassment and misconduct to support senior leadership decision-making
  2. Prepare monthly, quarterly, and annual performance reports summarizing inquiry trends, case statuses, and recommendations for program improvements
  3. Provide strategic recommendations to enhance anti-harassment processes, training programs, and policies
Team and Stakeholder Collaboration:
  1. Assign cases and work closely with inquiry officials, ensuring consistency and adherence to quality standards
  2. Collaborate with key stakeholders, including Forest Service Employee Relations personnel, Harassment Assessment and Review Teams, and other program leaders
Training and Certification:
  1. Ensure all team members conducting inquiries meet training and certification requirements under 29 C.F.R. Part 1614 or equivalent
  2. Support the ongoing development of team members through additional training and certifications required by the Forest Service
  3. Ensure that all inquiry officials complete initial and continuing education training required by FS
  4. Coordinate with FS for any additional training or certifications and ensure contract personnel attend and complete them as directed
Travel and Logistics:
  1. Oversee logistical planning for interviews or investigations requiring in-person attendance, including telephonic and video conferencing options
  2. Ensure compliance with federal travel policies and manage expense reporting for in-person investigations
  3. Ensure all required travel and non-inquiry tasks are pre-approved in writing by the COR
Quality Control and Security:
  1. Implement and maintain a robust Quality Control Program (QCP) to ensure the accuracy and thoroughness of deliverables
  2. Safeguard Personally Identifiable Information (PII) and comply with federal and agency IT security standards
Communication and Coordination:
  1. Serve as the primary liaison between the contractor and the Forest Service, ensuring clear and effective communication
  2. Coordinate case assignments, providing guidance and assistance to inquiry officials as needed
  3. Ensure timely submission of final reports and supporting documentation, typically within 30 days of assignment, with extensions approved by the Anti-Harassment Branch Chief or Case Manager

Job Requirements
REQUIREMENTS:
Education:
  1. Required: Bachelor’s degree in Human Resources, Business Administration, Psychology, Organizational Development, Law, or related fields
  2. Preferred: Master’s Degree or higher in Human Resources or Juris Doctor (JD) is highly desirable
Certifications:
  1. Certification in investigative practices under 29 C.F.R. Part 1614 or equivalent
  2. Preferred certifications include:
  • Professional in Human Resources (PHR)
  • Senior Professional in Human Resources (SPHR)
  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP)
Experience:
  1. Minimum 5 years of experience in federal employee relations or contract management
  2. Proven track record of conducting or overseeing misconduct investigations, particularly related to harassment
  3. Prior experience in managing contracts with deliverables similar to the Forest Service Anti-Harassment Program
  4. Excellent verbal and written communication skills, with the ability to coordinate effectively with FS personnel and team members
  5. Strong organizational and analytical skills to address complex cases and ensure high-quality outcomes
  6. Experience with USDA or Forest Service policies and programs (preferred)
  7. Experience with data analysis and trend identification for organizational improvement (preferred)
Skills:
  1. Strong organizational, analytical, and leadership skills
  2. Exceptional written and verbal communication abilities
  3. Proficiency in project management tools and software
  4. Expertise in conducting and overseeing sensitive investigations while maintaining confidentiality
  5. Proficient in managing data and documentation using FS-approved systems, such as PINYON, and experienced in remote communication tools for interviews and consultations
Additional Requirements:
  1. Familiarity with USDA policies, including FSM 8000 and FSM 1765.09
  2. Ability to manage programs with large-scale case volumes (e.g., 600 inquiries per year)
  3. Availability for occasional travel for casework, training, or certifications
  4. Maintain strict confidentiality of all sensitive data and reports
