Job summary

RB Continuum, Inc ("RBCI") seeks an experienced Acquisition/Contracting Specialist to support the DoD with development, fielding, maintenance and sustainment of medical equipment at Fort Detrick, MD. This hybrid role emphasizes contract management and DoD principles in a defense context.

The successful candidate will lead contract activities, perform market research, prepare RFOs, evaluate offers, coordinate cybersecurity with IC S IA, and deliver acquisition documentation in a collaborative

Qualifications

• U.S. citizen with ability to obtain NACI clearance.
• DoD acquisition and contracting experience.
• Knowledge of FAR/DFARS and DoD policies.
• Experience with medical product acquisition and regulatory processes.

Responsibilities

• Identify contract needs and coordinate contract types with Modality Managers (IDIQ, RFO, LSJ, etc).
• Conduct Market Research for medical products.
• Develop System Requirements Document (SRD) with Modality Managers.
• Prepare Request for Offers (RFO).
• Issue RFO to vendors.
• Contact vendors to resolve questions or conduct vendor days (if applicable).
• Receive offers/quotes and conduct vendor evaluations.
• Get quote clarifications/address deficiencies.
• Work with IC S IA on cybersecurity evaluation.
• Send selection recommendations to Modality Managers for review and approval.
• Coordinate with Finance to submit required documents to Defense Logistics Agency.
• Understand work breakdown structures for task oriented RDT&E programs.
• Lead IPTs and other stakeholder engagements.
• Prepare and deliver documents from technical reviews to acquisition documentation.

Position Summary

RBCI is seeking an experienced Acquisition/Contracting Specialist to support our DoD customer with the advanced development, fielding, maintenance and sustainment of military medical equipment. This position supports the Fort Detrick, MD location. This position is hybrid.

Duties & Responsibilities

Support program office acquisition and contracting activities including:

• Identify contract needs and coordinate contract types with Modality Managers (Contract Type to Include IDIQ, RFO, LSJ etc).
• Conduct Market Research for medical products.
• Develop System Requirements Document (SRD) (minimum requirements and objectives) with Modality Managers.
• Prepare Request for Offers (RFO).
• Issue RFO to vendors.
• Contact vendors to resolve questions and/or conduct a vendor day (if applicable).
• Receive offers/quotes.
• Conduct vendor evaluations (Decision Matrix Document).
• Get quote clarifications/address any deficiencies (if applicable).
• Work with IC S IA on cybersecurity evaluation.
• Send selection recommendations to Modality Managers who will review and approve decision documents.
• Work with Finance to submit required documents to Defense Logistics Agency.
• Understand work breakdown structures for task oriented RDT&E programs.
• Lead IPTs and other stakeholder engagements.
• Prepare and deliver documents ranging from technical reviews to acquisition documentation.

Qualifications

• Bachelor's Degree in a related field with 6 years related experience preferred; Additional 4 years related experience may be substituted in lieu of a degree.
• Must be a U.S Citizen and have the ability to obtain NACI (background investigation) clearance.
• DoD acquisition and contracting experience including DoD 5000.02 series.
• Strong understanding of FAR, DFARS, and other DoD acquisition/contracting policies
• Experience with medical product acquisition, test and evaluation, and regulatory approval processes desired.
• Significant experience with defense medical product development, DoD T&E requirements, and regulatory approval processes a plus.
