Job summary

RB Continuum, Inc is seeking an experienced Acquisition/Contracting Specialist to support DoD with development, fielding, maintenance, and sustainment of military medical equipment at Fort Detrick, MD. The role is hybrid and requires DoD contracting expertise.

Responsibilities include market research, SRD development, issuing RFOs, vendor evaluations, and coordinating with Finance and cybersecurity teams. U.S. citizenship and ability to obtain NACI clearance are required.

Qualifications

  • Bachelor's Degree in related field with 6 years related experience preferred; Additional 4 years may substitute for degree.
  • U.S. Citizen with the ability to obtain NACI clearance.
  • Experience with DoD acquisition and contracting including DoD 5000.02 series.
  • Strong understanding of FAR, DFARS, and DoD policies.
  • Experience with medical product acquisition, tests and regulatory approvals.
  • Experience with defense medical product development and DoD T&E requirements is a plus.

Responsibilities

  • Identify contract needs and coordinate contract types (IDIQ, RFO, LSJ, etc).
  • Conduct market research for medical products.
  • Develop System Requirements Document (SRD) with Modality Managers.
  • Prepare and issue Request for Offers (RFO).
  • Coordinate vendor days and address vendor questions.
  • Receive offers/quotes and conduct evaluations (matrix).
  • Address clarifications and deficiencies in quotes.
  • Collaborate with IC IA on cybersecurity evaluation.
  • Submit selection recommendations to Modality Managers for approval.
  • Work with Finance to submit documents to Defense Logistics Agency.
  • Understand work breakdown structures for task-oriented RDT&E programs.
  • Lead IPTs and stakeholder engagements.
  • Prepare and deliver acquisition documentation and technical reviews.

Position Summary

RBCI is seeking an experienced Acquisition/Contracting Specialist to support our DoD customer with the advanced development, fielding, maintenance and sustainment of military medical equipment. This position supports the Fort Detrick, MD location. This position is hybrid.

Duties & Responsibilities

Support program office acquisition and contracting activities including:

  • Identify contract needs and coordinate contract types with Modality Managers (Contract Type to Include IDIQ, RFO, LSJ etc).
  • Conduct Market Research for medical products.
  • Develop System Requirements Document (SRD) (minimum requirements and objectives) with Modality Managers.
  • Prepare Request for Offers (RFO).
  • Issue RFO to vendors.
  • Contact vendors to resolve questions and/or conduct a vendor day (if applicable)
  • Receive offers/quotes.
  • Conduct vendor evaluations (Decision Matrix Document).
  • Get quote clarifications/address any deficiencies (if applicable).
  • Work with IC IA on cybersecurity evaluation.
  • Send selection recommendations to Modality Managers who will review and approve decision documents.
  • Work with Finance to submit required documents to Defense Logistics Agency.
  • Understand work breakdown structures for task oriented RDT&E programs.
  • Lead IPTs and other stakeholder engagements.
  • Prepare and deliver documents ranging from technical reviews to acquisition documentation.
Qualifications
  • Bachelor's Degree in a related field with 6 years related experience preferred; Additional 4 years related experience may be substituted in lieu of a degree.
  • Must be a U.S Citizen and have the ability to obtain NACI (background investigation) clearance.
  • DoD acquisition and contracting experience including DoD 5000.02 series.
  • Strong understanding of FAR, DFARS, and other DoD acquisition/contracting policies
  • Experience with medical product acquisition, test and evaluation, and regulatory approval processes desired.
  • Significant experience with defense medical product development, DoD T&E requirements, and regulatory approval processes a plus.
