Under direction of the Director of Management and Planning, (Administrative Staff Analyst, NM-1), with wide latitude for independent initiative and judgment, the Associate Staff Analyst functions as the Contract Management Specialist responsible for the coordination of all activities related to the procurement of contracted services. The Contract Management Specialist monitors contracts and acts as OCSS liaison with OCSS program managers/directors, other HRA program areas, outside vendors, and third-party agencies. S/he outlines contract requirements, partners with agency’s procurement and legal departments to ensure that vendors adhere to City contract regulations in the registration of their contracts and submission of the required documents. S/he monitors contract adherence, expenditures, vendor performance and troubleshoots/ resolves any issues/problems that arise.

The Office Of Child Support Services (OCSS) Is Recruiting An Associate Staff Analyst To Function As a Contract Management Specialist Who Will

  • Plan, manage, and monitor contracts for services identified by senior management from inception to completion. Work with program managers to determine needs of the unit and type of contract required. Prepare all support documents required to procure services such as request for funds, pre-solicitation reviews, and Recommendation for Awards, by writing specifications/scope of work, justifications (for funding request and reason for contract), cost analysis and estimates.
  • Draft Requests for Proposals (RFPs), Request for Information (RFIs) and contract specifications for a variety of services including employment, literacy, moving/storage, and delivery services; prepare timelines to ensure that deadlines to acquire documents are followed.
  • Review existing contracts and develop mechanism for monitoring vendor compliance with contract terms and conditions; initiate the development and initiation of corrective action plan if contract vendor is not adhering to contract requirements.
  • Partner with Agency Chief Contracting Officer (ACCO), Office of Contracts (OOC), Office of Budget Administration (OBA), Management Information Systems (MIS) and Office of Legal Affairs (OLA) to ensure the agency are in line with current contract process and necessary documents are approved in a timely manner.
  • Responsible for monitoring contract performance and tracking contract expenses on all OCSS contracts and plans; provide training regarding contracting rules, procedures, contract management and the use of related database and computer systems.
  • Identify the lowest possible bidder that is the most responsible and responsive vendor and prepare vendor/bidder determinations and evaluations.
  • Prepare yearly continuation of service packages in accordance with Agency policies and with Procurement Policy Board Rules established by the City of New York.
  • Work with program managers to determine needs; prepare best course of action scenarios; work with program areas and vendors to create Corrective Action Plans.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

New York City residency is generally required within 90 days of appointment.
