Job summary

Tyonek Native Corporation seeks a billing professional to manage government invoicing, ensure contract alignment, and support timely monthly and final billings. You will process electronic invoices via WAWF, interpret FAR/CAS requirements, and advise on compliant practices while coordinating with finance, contracts, and project teams.

The role requires five or more years of government billing experience and proficiency with Excel, Cognos, and Deltek Costpoint.

Qualifications

  • Requires a bachelor’s degree in Business Administration, Finance, Accounting or related field.
  • Five+ years of government contract billing experience.
  • Knowledge of Fixed Price, Progress Billing, Milestone Billing, and Cost-Plus billing.
  • Knowledgeable in FAR & CAS regulations as they apply to government invoicing.
  • Knowledge of overhead rates/pools from an invoicing perspective.
  • Experience reviewing government contract awards for billing requirements.
  • Proficient with Excel and Cognos applications.
  • Deltek Costpoint experience, detail oriented and deadline driven.

Responsibilities

  • Ensure billing parameters match the customer contract; maintain billing schedule for timely invoices.
  • Prepare monthly manual billings for projects as required; coordinate with Finance, Contracts and project personnel.
  • Process and submit electronic invoices to government and non-government customers via WAWF and other methods.
  • Interpret FAR/CAS requirements and advise Program Finance, PMs and Accounting on compliant invoicing.
  • Serve as the customer interface for all billing issues; investigate and resolve accounts receivable concerns.
  • Maintain project invoice files and electronic invoice correspondence; monitor Billing Mailbox.
  • Assist internal/external customers with billing inquiries; support communication across Contracts and other departments.
  • Complete indirect rate adjustments and final invoices as needed.
  • Contribute to month-end and year-end closings; support deadline driven environment.
  • Mentor and lead billing clerks to achieve invoicing goals.
  • Perform other duties as assigned.

Job description

General Description

Maintains all data required for billing, generating invoices and transmitting to customer billing systems. Works with operations, contracts and program finance to maintain and identify projects needing billing or funding.

Duties
  • Ensures billing parameters match the customer's Contractual Agreement as applicable. Maintain billing schedule to ensure that contracts are billed on time.
  • Prepare monthly manual customer billings (when required) for projects in accordance with contract terms and guidelines. Work closely with the Finance group, Contracts department and project personnel to ensure prompt and accurate billing.
  • Process, prepare and submit electronic invoices to government and non-government customers using WAWF (Wide Area Work Flow) and other electronic methods as required by the contract. Forward documentation on client acceptance.
  • Interprets FAR regulations and Contractual invoicing/billing terms and advises Program Finance, Project Managers and Accounting personnel of compliant requirements.
  • Be the customer interface for all billing related issues. Responsible for investigation, analysis, escalation and resolution of accounts receivable issues.
  • Maintain project invoice file and electronic invoice correspondence/log. Monitor the Billing Mailbox and respond in a timely fashion.
  • Assist internal and external customers regarding billing inquiries while ensuring accuracy, accountability, and timeliness to the customer. Assist direct communication with customers, Contracts and other internal departments as required.
  • Completes indirect rate adjustment and final invoices when required.
  • A key player in the month-end and year-end closings. Willing to work in a deadline driven, fast paced environment.
  • Provide mentoring and leadership to billing clerks to achieve invoicing functional goals.
  • Other duties as assigned.
Education/Experience Requirements
  • Requires a bachelor's degree (or equivalent experience) in Business Administration, Finance, Accounting or a related field.
  • Government contract billing experience: five (5) or more years required.
  • Fixed Price, Progress Billing, Milestone Billing, and Cost-Plus billing knowledge/experience.
  • Knowledgeable in FAR & CAS Regulations as it applies to Government Invoicing requirements.
  • Knowledgeable of Overhead Rates/pools from an invoicing perspective.
  • Extensive knowledge and experience in reviewing government contract awards for billing requirements.
  • Knowledge of Excel and COGNOS applications.
  • Deltek Costpoint experience. Detail oriented, reliable and be able and willing to work in a deadline driven environment.
