Job Summary

Serves as the expert contract negotiator to support complex procurement sourcing events and contract activities while providing analysis, guidance, leadership, and negotiation support. Manages a variety of procurement, administrative duties and contracts administration. Builds and maintains relationships and effective channels of communication with internal and external customers.

  • Manages the negotiation of business terms for procurement contracts, contract amendments, renewals, extensions; preparing such contract amendments, renewals, extensions from a library of templates made available by the Office of the General Counsel and providing all the necessary documents to the Office of the General Counsel for final contract negotiations, drafting and review.
  • Assists in the development and implementation of contracting strategy, policy, and process improvement initiatives.
  • Oversees the administration of contracts, review contract submissions, including red-lines within documents and route to the appropriate contract review queue, if needed.
  • Oversees performance of risk assessments to ensure risk and contract issues are appropriately identified and addressed in a timely manner and, under the supervision and direction of appropriate stakeholders, offer approaches to mitigate risks. Advises on best practice, including Uniform Commercial Code and other legal opinions that may affect legal documents from PO terms and conditions to contract close-out documents.
  • Consults and works with Office of General Counsel with respect to compliance with applicable law, University policies and procedures, and with respect to the legal review and approval by Office of General Counsel of legal documents and agreements.
  • Participates in competitive sourcing events by reviewing specifications to be included in solicitation documents where applicable. Provides advise on claims or complaints occurring in the performance of contracts as needed.
  • Provides guidance and training on contracts, negotiations, and sourcing to develop and support Procurement Services and the FIU contracting community.
  • Manages the Public Records Request (PRR) process to include acknowledging receipt of PRR, distribution of PRR to the appropriate Category team and working under guidance and direction of the Office of the General Counsel to provide responsive records to the requester.
  • Develops and manages the procurement contracts Records Retention, Contract Renewals and Extensions logs.
  • Prepares contract briefs and revisions summarizing contractual requirements. Provides contract summaries and ensures contract executions in accordance with University policy.
  • Assist with maintaining detailed and organized audit files for each contract in the Total Contract Management (TCM) system as a result of a sourcing event, which will include original contract, all correspondence, changes/deviations, amendments, clarifications, payment schedules.
  • Prepares and disseminates information regarding contract status and facilitates contractor meetings as needed. Ensures that contractors follow federal, state, local laws and regulations, University policies and procedures.
  • Performs closing activities as needed. Assist with special projects as assigned.
Minimum Qualifications
  • Bachelor's degree and 6 years of relevant experience or a Master's degree and 4 years of experience.
