Job summary

Northrop Grumman in Linthicum, MD seeks a Contract Administrator to support the Land & Maritime Sensors business unit within the MSTS Division. The role is onsite with a 9/80 schedule and involves contract negotiation, administration, and customer interaction on complex programs.

You will prepare proposals, review SOWs, and coordinate with finance, legal, and program teams to ensure compliance and timely outcomes. U.S. citizenship and security clearance eligibility are required.

Qualifications

  • Bachelor's degree with 2 years of related experience - OR - a Master's degree with 1 year of related experience.
  • General knowledge of commercial and government contracting concepts, principles, and standards.
  • US Citizenship and ability to obtain and maintain a US Government Secret level security clearance.

Responsibilities

  • Administer, extend, negotiate and terminate standard and nonstandard contracts.
  • Prepare bids, processes specifications, and reports; advise management on terms and obligations.
  • Review RFPs to understand SOW/contract requirements and advise program teams.
  • Ensure proposals are fully responsive to customer requirements and coordinate internal reviews.
  • Manage proposal fact-finding and negotiations with customers with program team support.
  • Act as primary interface with customers for contractual issues.

Specifically, you will directly support the Land & Maritime Sensors (LMS) Business Unit / Advanced Maritime Radar (AMR) Organizational Unit team as they work on critical, cutting-edge technologies!As a trusted team member, you will help drive our business forward, support major organizational goals, and make an impact on our project achievements on a daily basis.Roles and Responsibilities:As an integral member of the team, you will:Administer, extend, negotiate and terminate standard and nonstandard contractsConduct proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specificationsPrepare bids; processes specifications, progress, and other reports; advise management of contractual rights and obligations; compile and analyze data; and maintain historical information.Examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.Review and analyze customer Requests for Proposal (RFPs) to understand Statements of Work (SOW)/contract requirements and advise the program team on terms and conditionsReview terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areas and recommending risk mitigation strategies.Ensure Company proposals are fully responsive to customer requirements, coordinate appropriate levels of internal review for approval prior to submissionManage proposal fact-finding and conduct negotiations with customer with support from the program teamAct as primary interface with customers for contractual issuesPrepare and manage frequent written communications with internal and external customers for assigned contractual mattersCollaborate with other functional groups (finance, supply chain, mission assurance, legal, etc.) during all phases of the contract lifecycleMaintain contract data into the Contract Management System and/or Enterprise Accounting System(s)Work under only very general supervision to develop solutions to a variety of problems of moderate scope and complexity to ensure Company compliance with contract requirementsDuties may also include:The preparation and maintenance of proprietary information agreements, memorandum of understanding and other types of agreementsMaking contractual presentations to small groupsThe successful candidate will be:Great Communicator: Possesses strong writing, organizational, and customer service skillsCool Under Pressure: Can manage tight deadlines easily in a fast-paced, changing environmentTeam Player: Skilled at giving clear direction to customers and internal team members alikeStrategic Thinker: Ready for high-visibility tasks, including presenting to Company leadership and leading customer negotiationsBasic Qualifications:Bachelor's degree with 2 years of related experience - OR - a Master's degree with 1 year of related experienceWill accept 6 years of applied experience in lieu of degree requirementGeneral knowledge of commercial and government contracting, concepts and principlesGeneral knowledge of FAR/DFARs and associated Federal Contracting regulations & industry practices, techniques and standardsProficiency with Microsoft Office Suite, (specifically Excel and PowerPoint) and Adobe AcrobatUS CitizenshipAbility to obtain and maintain a US Government Secret level security clearancePreferred Qualifications:Prior proposal preparation and negotiation experiencePrior experience with a variety of contract typesPrior experience/familiarity with large federal and/or commercial international programsWhat We Can Offer You:Northrop Grumman provides a comprehensive benefits package and a work environment which encourages your growth and supports the mutual success of our people and our company.
