Job summary

CenCore Group is seeking qualified Construction Surveillance Technicians (CSTs) to support construction security and surveillance activities within sensitive U.S. Government facilities. The CST is responsible for monitoring construction personnel, materials, equipment, and activities to protect the security integrity of Sensitive Compartmented Information Facilities (SCIFs) and other controlled Government spaces. CSTs work closely with Government Site Security Managers (SSMs), construction personnel, project managers, and security professionals to identify and report potential security vulnerabilities, unauthorized activities, technical penetrations, and deviations from approved construction security procedures. Candidates must have successfully completed the Department of State Construction Surveillance Technician Course or an approved equivalent and be able to provide documentation of certification prior to assignment.

Essential Duties and Responsibilities

• Perform construction surveillance and physical security activities in accordance with applicable Government requirements, approved Construction Security Plans (CSPs), site-specific procedures, post orders, and security directives.
• Continuously monitor construction personnel, subcontractors, vendors, construction activities, materials, tools, and equipment within designated secure or controlled areas.
• Apply knowledge of construction trades and methods to identify unusual, unauthorized, concealed, modified, or potentially compromising construction activity.
• Inspect construction materials and work areas for evidence of unauthorized technical penetrations, tampering, clandestine technical collection devices, or other potential security concerns.
• Monitor uncleared construction personnel in accordance with approved security requirements and Construction Security Plans.
• Supplement site access-control, personnel-screening, and inspection procedures as required.
• Work closely with the Government Site Security Manager to ensure established physical and construction security policies and procedures are followed.
• Identify and immediately report security violations, suspicious activity, construction deficiencies, unauthorized activities, or deviations from established security requirements.
• Participate in close-in inspections of designated inspectable spaces and construction activities, including wall close-ins, concrete placements, utility penetrations, and similar construction milestones.
• Document observed construction security deficiencies and provide accurate reports to designated Government security and project-management personnel.
• Perform off-site inspections of prefabricated materials, equipment, or construction components when directed.
• Maintain accurate daily logs, inspection documentation, security reports, and other required records.
• Maintain continuous situational awareness while assigned to active construction operations.
• Attend required security, safety, site-specific, annual, and recurring training.
• Maintain all required CST certifications, clearance eligibility, and customer access requirements.
• Perform additional construction security duties as assigned by the CST Supervisor, Site Security Manager, or authorized Government representative.

Requirements

Minimum Required Qualifications

Candidates must meet all applicable minimum requirements for consideration:

• High school diploma or equivalent.
• Must be at least 18 years of age.
• Must be a U.S. citizen or naturalized U.S. citizen.
• Possess a valid state-issued driver's license or identification card.
• Relevant security experience.
• Successfully completed the Department of State Construction Surveillance Technician (CST) Course or Government-approved equivalent.
• Ability to provide documentation verifying CST certification and identifying the certifying organization.
• Possess and maintain an active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance with Polygraph.
• Ability to obtain and maintain customer-specific access requirements, including applicable polygraph or Conditional Certification of Access requirements.
• Ability to successfully complete Government and company-required initial training, site-specific training, annual training, testing, and recertification requirements.

Required Construction Experience

Candidates must possess a minimum combined three (3) years of experience in at least two (2) of the following construction trades:

• Carpentry – rough-in and/or finish
• Electrical
• Plumbing
• HVAC
• Sheet Metal
• Welding
• Drywall
• Masonry/Concrete
• Excavation

Applicants who do not meet the required construction-trade experience should not be considered qualified unless specifically approved by the contract or customer. This experience requirement is specifically established for CST personnel by the Performance Work Statement (PWS).

Preferred Qualifications

• Previous experience performing Construction Surveillance Technician duties within the Intelligence Community or Department of Defense.
• Previous experience supporting SCIF construction or renovation projects.
• Knowledge of ICD/ICS 705 physical and technical security requirements.
• Experience working with Construction Security Plans.
• Experience supporting secure Government construction projects.
• Familiarity with close-in inspection procedures and inspectable spaces.
• Previous experience monitoring uncleared construction personnel.
• Experience identifying physical or technical security vulnerabilities within construction environments.
• Strong knowledge of commercial, industrial, or Government construction methods and terminology.
• Experience working directly with Site Security Managers, Construction Security Managers, or Government security personnel.

Physical Requirements

The employee must be physically capable of performing CST responsibilities within an active construction environment, including the ability to:

• Walk throughout active construction sites.
• Navigate uneven or unfinished construction areas.
• Stand continuously for up to four (4) hours at a time.
• Lift and carry at least 25 pounds.
• Possess binocular vision correctable to 20/20.
• Meet required close-vision standards.
• Possess normal fields of vision and adequate depth perception.
• Distinguish colors as necessary to perform assigned duties.
• Possess hearing correctable to normal levels.
• Safely wear required Personal Protective Equipment (PPE).

These requirements are specifically identified for personnel performing CST and related contract functions.

Work Schedule

Work schedules are driven by Government construction and mission requirements and may vary significantly. Candidates must be flexible and available to work:

• Day shifts
• Evening shifts
• Overnight shifts
• Weekends
• Holidays
• Overtime
• Extended or irregular shifts

Construction surveillance requirements may occur 24 hours per day, 7 days per week, 365 days per year. Individual employees are not guaranteed a specific number of daily or weekly work hours, and schedules may increase or decrease based on construction activity and Government requirements. Personnel supporting the contract may be designated Mission Essential Personnel and may be required to report to or remain at work during emergency conditions, weather-related closures, early releases, or other Government facility closures unless otherwise directed by authorized personnel.
