Brown and Caldwell is looking for a Health and Safety Professional to join our Municipal delivery team. Reporting to the IPD H&S Manager, the Construction Safety Officer (CSO) will partner with the IPD H&S Manager, local management, and other team members to provide top notch internal and external client support in managing construction project site environmental, health and safety. The ideal candidate will have excellent verbal and written communication skills and be a highly organized and responsive individual, capable of working in a diverse team environment and handling multiple tasks with competing priorities. The project site is located in Fort Gratiot, MI.

Detailed Description:

This position will be in person and located at the Lake Huron Water Treatment Plant (WTP) located in Fort Gratiot, MI and will support construction of a select process mechanical, electrical, instrumentation and controls improvements at the treatment facility. The successful candidate will lead the environmental, health and safety program for the Phase 2 construction of a progressive design build project. The CSO will oversee, BC employees and subcontractor partners safety performance and conformance to project and governing regulatory requirements.

  • Work closely with the Integrated Project Delivery (IPD) Safety Manager, Construction Manager (CM), Project Manager (PM) and other applicable staff during all phases of the project to identify Environmental Health and Safety (EHS) concerns, offer suggestions on improvement and take action to implement solutions.
  • Participate in Construction Team meetings and plan, implement, manage, and maintain comprehensive H&S programs at project site location.
  • Provide site specific safety orientations to project team members, subcontractors, and other applicable parties.
  • Implement the requirements of the IPD Field Work Safety Plan (FWSP) and the H&S Management plan.
  • Provide project team and subcontractors with guidance on H&S requirements and confirm project site fulfills Company, industry, and regulatory guidelines and requirements.
  • Collect and maintain project H&S metrics and provide trending analysis.
  • Collaborate with Safety and Project Management Teams to develop Site-Specific Safety Plans and Job Hazard Analysis (JHAs) for submittals and project tasks.
  • Coordinate and lead regularly scheduled H&S meetings with client and subcontractor staff to review incidents, H&S metrics, hazards associated with upcoming work and JHAs.
  • Inspect the site for health and safety compliance daily and document findings to track correction.
  • Conduct routine audits of the project’s safety program, notify responsible parties of nonconformance, and request a corrective action plan when applicable.
  • Track project H&S metrics and report monthly to the project team, subcontractors, and Client.
  • Review subcontractor Safety Plans and JHAs for suitability and conformance to project safety expectations.
  • Oversee Emergency Action Plans (EAPs) and drills for the site in coordination with Client.
  • Develop and conduct site orientation and other training, lead health and safety meetings, audits, and inspections to evaluate safety performance of site personnel, including subcontractors.
  • Collaborate in developing and implementing traffic control plans as necessary for projects.
  • Maintain open lines of communication with Safety and Project Management Teams on project status and prepare reports as necessary.
  • Serve as primary contact for project site incident and injury notification, investigation, and follow-up.
  • Organize and maintain necessary project safety documentation.
  • This position will also work closely with other program Safety Managers and specialized Safety Partners to support internal tasks related to the continued growth and improvement of the overall company H&S program. These responsibilities may include, but are not limited to:
    • Reviewing and maintaining internal H&S Policies.
    • Developing and/or supporting roll-out of new initiatives.
    • Participating in internal EHS workgroups.

Desired Skills and Experience:

  • 6+ years construction safety management experience on large projects required
  • Hold an applicable BCSP safety certification (e.g. CSP, ASP, CHST) is preferred
  • 30-hour OSHA construction safety training is required
  • Proficient in identifying and mitigating electrical hazards, with experience in implementing NFPA 70E safety standards to ensure a safe working environment.
  • Foundational knowledge of environmental, health, safety and/or chemical hygiene principles
  • Experience in leading audits to determine adherence to the project’s H&S requirements
  • Experience with Great Lakes Water Authority (GLWA) projects and/or operations preferred
  • Strong understanding of construction hazards and safe work practices
  • Strong understanding and competence with Confined Space Entry permitting during construction
  • Must be able to enter Confined Spaces
  • Refined interpersonal skills and ability to communicate effectively with multifunctional teams
  • Experience and knowledge of construction safety standards contained in the , 29 CFR 1926 and applicable sections of 29 CFR 1910
  • Good technical skills with the ability to articulate ideas and concepts both visually and contextually are essential
  • Must be positive, flexible, reliable, responsive, self-motivated, able to multi-task and work both independently and in a team environment, and under deadline pressures
  • Advanced skills in MS 365 products including Excel, Word, PowerPoint, and Outlook; proficiency with internet applications, construction management software, and content collaboration software.
  • Strong verbal/written communication skills and ability to work well independently and in team environments
  • Ability to lead by example and motivate others to develop a strong safety culture on construction sites
  • Serve as a resource for “junior” H&S practitioners, participating as a presenter in local staff meetings to share lessons learned and vital information from a field perspective with cross-functional teams.
  • Excellent presentation and training skills.
  • Training and competencies for common construction hazards (excavations, fall protection, scaffolding, confined spaces, etc.)
  • Experience working on municipal water/wastewater treatment plants preferred
  • Experience implementing traffic control plans for infrastructure work
  • Valid driver’s license and good driving record required
  • Must be willing to work in the field year-round, potentially for extended periods of time, and able to perform physically demanding work (see requirements below):
  • Ability to work for short periods of time in extreme temperatures including heat and cold.
  • Ability to wear required safety equipment at sites including hard hats, steel toed boots (or other approved toe protection), safety glasses, etc.
  • Ability to stand for several hours observing and documenting field conditions or critical construction operations
  • Ability to walk slowly around sites of varying size that may have areas of uneven, muddy, and/or rocky ground to perform inspections and take photographs
  • Ability to lift objects 30 pounds
  • Ability to remain alert and vigilant while working around construction equipment and be able to walk swiftly for a short distance to clear an area where a potential hazard is identified
  • Ability to climb stairs (2-3 flights) or ladders (up to 24 feet typically) to access structures for visual inspection
  • Up to 10% travel may be required
