Job summary

Responsibilities

  • Construction Surveillance: Deliver surveillance reports on all phases of construction for compliance with plans, specifications, workmanship, materials, installation, and methods.
  • Review contract plans and specifications and provide recommendations for necessary changes.
  • On-site surveillance, assist in resolving differences, and deliver technical opinions to Government personnel.
  • Develop detailed inspection requirements and control methods with Government personnel.
  • Prepare draft change orders and contract modifications for client signature.
  • Coordinate with the Construction Contractor and other stakeholders as needed.
  • Draft project-related correspondence for client review and issuance.
  • Submit findings and recommendations to CO upon completion of reviews.

Job description

ATI has a current need for a full-time Construction Management Representative in Queens, NY area. The
Construction Representative will be responsible for surveillance of construction projects and delivering findings to our Government client.

Duties and Responsibilities of a Construction Management Representative

Duties may include, but not be limited to, the following:

  • Construction Surveillance: Deliver surveillance reports on all phases of construction for compliance with plans, specifications, workmanship, materials, installation, and methods.
  • Contract Document Familiarity: Review contract plans and specifications and provide recommendations for necessary changes.
  • Site Issue Resolution: Provide on‑site surveillance, assist in resolving differences, and deliver technical opinions to Government personnel.
  • Quality Assurance Review: Survey QA programs, assess changed conditions, and advise Government personnel.
  • Change Order Support: Assist in investigating and preparing data for change orders.
  • Inspection Requirements Development: Develop detailed inspection requirements and control methods with Government personnel.
  • Drafting Modifications: Prepare draft change orders and contract modifications for client signature.
  • Information Release Control: Obtain CO approval before releasing information to external parties.
  • Issue Notification: Promptly notify CO of observed problems or issues.
  • Contractor Coordination: Coordinate with the Construction Contractor and other stakeholders as needed.
  • Project Correspondence: Draft project‑related correspondence for client review and issuance.
  • Issue Documentation: Document controversial issues or problems involving the Construction Contractor.
  • Meeting Participation: Participate in conference calls with CO and other parties.
  • Dispute Support: Provide information needed to resolve disputes with the GC.
  • Review Reporting: Submit findings and recommendations to CO upon completion of assigned reviews.
  • Client Coordination: Coordinate approvals, notifications, correspondence, issue documentation, dispute support, and meeting participation with client.
  • Meeting Facilitation: Arrange, attend, and facilitate meetings—including weekly progress meetings—and prepare written minutes.
  • Scoping Document Preparation: Draft scoping documents for potential contract modifications, citing Division 01 sections and preparing sketches; conduct fact‑finding as needed.
  • Payroll Compliance: Confirm GC certified payroll submissions, review for accuracy and compliance, and conduct periodic labor interviews.
  • Payment Request Review: Review GC payment requests, complete Construction Payment Request Checklists, and ensure contractor submission compliance.
  • Submittal Management: Receive, log, review, and track GC submittals for completeness and compliance; maintain Submittal Tracking log.
  • RFI Processing: Review, resolve, draft responses, track, and follow up on RFIs.
  • Daily Report Review: Review Construction Contractor CQC Daily Reports for accuracy and compliance.
  • Closeout Documentation: Review O&M manuals, warranties, guarantees, and closeout materials for completeness and compliance.
  • Government Cost Estimating: Prepare Government cost estimates with labor, material, and equipment breakdowns for proposed modifications.
  • Proposal & Claim Review: Review contractor proposals, REAs, and claims for cost/time impacts.
  • Proposal Analysis Drafting: Draft written analysis explaining cost differences between Government estimates and contractor proposals.
  • Negotiation Documentation: Draft pre‑negotiation objectives and records of negotiations for client review.
  • Substantial Completion Inspection
Required Qualifications for a Construction Representative
  • The Construction Representative shall demonstrate a minimum of 5 years of experience in construction contract administration performing responsibilities as noted above.
  • Experience with projects including historic restoration and hazardous material abatement preferred.
  • The following are a list of specialized skills or codes which may be required:

    • Plumbing (IPC)
    • Fire Protection Systems (NFPA 13 & 72)
    • HVAC/TAB (ASHRAE/AABC/NEBB)

    • Transport/Equipment (Lifts, Elevators, Transport Systems, Pneumatic Tube, Food Service)
    • Welding Inspection
    • Painting and Metalizing Inspection
  • Excellent verbal and written communication skills and a high level of professionalism.
  • US citizenship and the ability to obtain a clearance in a timely manner.
  • Current OSHA 30
Pay Range

$120,000 - $140,000 /year depending on experience

Working Hours

Normal Work Hours – Monday – Friday (anticipate 40 per week).
