Job description

Construction Quality Assurance Analyst (CBP) – Big Bend, TX

This position will serve as a Construction Quality Assurance (QA) Representative responsible for assisting Customs and Border Protection (CBP) in the execution of construction along the borders of the United States. The role requires experience in construction oversight, controlling and closing of projects, with a background in construction management. Strong communication skills, innovative solutions, and creative problem solving are essential.

Full‑time, temporary assignment lasting 12-36 months. Relocation assistance is available to qualified candidates. This position is located in Big Bend, TX.

Responsibilities
  • Maintain day‑to‑day surveillance over field engineering activities for a major military construction project.
  • Provide expertise and guidance concerning safety and quality assurance, ensuring adherence to safety regulations.
  • Review contractor’s proposed schedules for logic, adequacy, and practicability to meet milestones.
  • Review contractor’s payment estimate submittals, progress measurement data, and reports of materials and equipment used.
  • Prepare daily activities reports, including instructions to contractor representative, paid items’ quantities, weather conditions, construction progress, delay reasons, and any unusual problems.
  • Ensure compliance with environmental Best Management Practices per the contract.
  • Support project‑related outreach efforts as required.
  • Support the construction oversight manager and Government COR/Project Manager as directed.
  • Analyze problems and review and interpret the requirements of plans and specifications.
  • Monitor the layout of work and inspect all work in progress.
Qualifications
  • 3+ years of relevant construction work experience; bachelor's degree preferred.
  • 3+ years of construction oversight experience (surveillance, monitoring, controlling) to ensure compliance with contract documents and proper materials and techniques.
  • Experience in reviewing construction technical data for progress reports, preparing data for pay estimate processing, and enforcing construction industry and safety standards.
  • Certifications preferred: OSHA 30 Construction, Mobile Elevated Work Platform (MEWP), Construction Quality Management (CQM), or EM 385‑1‑1.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Proficiency with project management software (Procore, Autodesk, etc.) preferred.
  • Ability to communicate clearly with stakeholders.
  • Ability to effectively solve problems.
  • Strong oral and written communication skills.
  • Team player with a positive attitude in a dynamic environment.
  • Experience managing multiple projects with independent schedules and budgets.
  • Travel between job sites and ability to work flexible hours if requested.
  • U.S. citizenship required for security clearance.
Salary

Salary Range: $95,000–$110,000 per year. Actual salary depends on location, experience, and other factors.

The ability to pass a background investigation is required. This includes criminal history, driving record, educational verifications, and other checks. Only U.S. citizens are eligible for a security clearance.
