Role Overview:
Avsar Construction is seeking an experienced OAR I to lead and coordinate various project phases, from pre-construction through close-out. This role is pivotal in ensuring smooth project execution, budget alignment, and adherence to high-quality standards.
Please note that this position may require flexibility for swing shifts to accommodate project timelines.
Key Responsibilities
As an Owner Authorized Representative (OAR I) at Avsar Construction, you will:
- Lead all phases of assigned construction projects, including pre-construction, bid and award, construction, and close-out, ensuring strict adherence to timelines and quality standards.
- Review and provide feedback on project documents and collaborate with design teams for successful project initiation.
- Coordinate with all pertinent public agencies during pre-construction and construction to comply with all off-site work and coordinate with various District and Project staff.
- Manages both the project budget and schedule to meet the District’s qualitative standards and monitors project budget on a monthly basis and ensures that the budget accurately reflects the project status/progress.
- Manages daily activities of the contractor, reviews contractors’ construction schedules and submittals, and coordinates responses to the contractors’ inquiries thru the Requests for Clarifications (RFC) and other related documents.
- Review substitution submittals from contractors to ensure specification and/or District requirements.
- Receive, review, and negotiate Contractor Change Order Proposal(s) to achieve a fair & reasonable price in accordance with the General Conditions; reviews and addresses any and all Schedule impacts in accordance with the project specifications in a timely manner.
- Review the process and monitors payments for the contractor, architects, engineers and any other pertinent parties.
- Administer provisions of Professional Service Agreements between Architects and the District.
- Coordinate District delivery of related fixtures, furniture and equipment.
- Monitor and manage project close-out with respect to project certification with the Division of State Architects (DSA) and project financial close out.
Minimum Qualifications
Candidates must meet one of the following:
Option 1
- Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
- 10+ years of full-time professional experience in construction, project management, or construction management.
- At least 3 years managing complex commercial or public works projects valued at over $10 million.
- A Certified Construction Manager (CCM) credential may substitute for the degree requirement.
Option 2
- 15+ years of full-time professional experience in construction and project management.
- At least 8 years managing complex commercial or public works projects valued at over $10 million.
- Degree and CCM certification are preferred but not required.
Preferred Qualifications
- Previous experience working for a General Contractor.
- Experience with Building Information Modeling (BIM).
- Experience with LEED and/or CHPS-certified projects.
- Experience with California Division of the State Architect (DSA) projects.
- OSHA 30 certification or equivalent construction safety training.
- California Registered Architect or Professional Engineer license.

- Proficiency with Microsoft Office Suite, Bluebeam, Primavera P6, Microsoft Project, Procore, and other construction management software.
