The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

New York City has approximately 151,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).

The Bureau of Water and Sewer Operations (BWSO) is seeking a highly motivated Construction Project Manager 3 to join our Lead Water Service Line Replacement Program. The successful candidate will work under the administrative direction and be responsible for performing construction management tasks of moderate to complex difficulty and responsibility related to water and sewer projects throughout the city focusing on city’s effort in replacing lead service line.

Job Tasks/Duties:

  • Oversee all aspects of the New York City Lead Water Service Line Replacement Program from inception to completion, including planning, scheduling, budgeting, and resource allocation.
  • Lead and manage a diverse team of engineers, consultants, contractors, and subcontractors.
  • Serve as the primary point of contact for city officials, community leaders, residents, and regulatory agencies. Provide regular updates on project progress, challenges, and solutions.
  • Assist in a range of lead service line-related activities, including the development of service line inventories, community engagement plans, LSL replacement plans, and SRF funding applications with active community involvement.
  • Identify potential project risks and develop mitigation strategies. Respond to unforeseen issues with effective problem-solving skills.
  • Prepare and approve consultant and contractor payments.
  • Maintain comprehensive project documentation, including progress reports, permits, contracts, and change orders.
  • Provide detailed reports and presentation to senior management and city officials.

CONSTRUCTION PROJECT MANAGER - 34202

Minimum Qualifications

  • A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
  • One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
  • One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
  • A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

  • For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
  • For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.

Preferred Skills

  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint). 2. Experience with GIS is preferred but not required. 3. Strong leadership and team management abilities. 4. Strong interpersonal, written, and verbal communication skills. 5. Ability to multi-task and manage several projects simultaneously. A valid driver's license is required for this position.
