Job description

We are seeking a hands-on Construction Project Manager to lead the design coordination, permitting, and build-out of new Ba Fang Dumpling restaurants across Texas. Reporting into Store Development, this role serves as the owner-side representative, partnering with architects, engineers, general contractors, kitchen equipment vendors, landlords, and local authorities to deliver each store on time, on budget, and fully compliant with brand standards and applicable codes. The ideal candidate is field-oriented, detail-driven, and able to manage multiple restaurant projects simultaneously in a fast-paced, multi-unit rollout environment. Because much of our corporate team, headquarters leadership, and several of our vendors operate in Mandarin Chinese, bilingual English/Chinese candidates will be strongly preferred.

Responsibilities
  • Manage on-site construction activities for new Ba Fang Dumpling restaurant locations from pre-construction through grand opening.
  • Coordinate and review architectural, MEP, structural, and kitchen drawings to ensure constructability, brand standards, and operational efficiency.
  • Perform design reviews, RFIs, redlines, and constructability assessments; resolve field conflicts proactively.
  • Utilize CAD software (AutoCAD or equivalent) to review, mark up, and make minor drawing adjustments as needed.
  • Lead permitting processes, plan reviews, inspections, and Certificate of Occupancy (CO) approvals.
  • Act as the primary liaison with Authorities Having Jurisdiction (AHJ), including City, Fire, Health, and Building Departments.
  • Manage General Contractors and subcontractors, ensuring schedule adherence, quality control, cost control, and safety compliance.
  • Track and control project schedules, budgets, and change orders; report status and risks to leadership on a regular cadence.
  • Coordinate with landlords, property managers, and tenant coordinators on lease exhibits, delivery conditions, and landlord work.
  • Conduct site walks, punch lists, FF&E installs, equipment commissioning, and project closeout activities.
  • Support multi-site restaurant rollouts and help build standardized construction processes, prototypes, and vendor playbooks for the U.S. market.
Qualifications
  • 5+ years of experience managing Retail, Restaurant, QSR/Fast-Casual, or Tenant Improvement (TI) construction projects.
  • Proven ability to perform hands-on, on-site construction supervision as an owner's representative.
  • Strong understanding of construction drawings and design coordination across architectural, MEP, structural, and commercial kitchen disciplines.
  • Proficiency in CAD software (AutoCAD or equivalent) for drawing review, redlines, and basic modifications.
  • Experience with permitting, inspections, and government approval processes.
  • Demonstrated experience managing General Contractors, subcontractors, and specialty vendors.
  • Ability to manage multiple projects simultaneously across geographies.
  • Strong communication, documentation, follow-up, and stakeholder-management skills.
  • Willing to travel within Texas (and occasionally beyond) to project sites; valid driver's license required.
Preferred Skills
  • Prior experience opening locations for an Asian restaurant brand or international franchise expanding into the U.S.
  • Experience working as an Owner's Representative or on the owner / developer side.
  • Background in multi-location restaurant, QSR, or retail rollouts.
  • Experience with change-of-use and ground-up restaurant projects, including grease traps, hood systems, walk-ins, and make-up air.
  • Working knowledge of ADA compliance, Fire Life Safety, and Health Department requirements.
  • Familiarity with Texas permitting and inspection processes (Houston, Dallas, Austin, San Antonio metros a plus).
  • Bilingual in English and Chinese — able to read, write, and speak fluently to coordinate with our HQ team, leadership, and select vendors (strongly preferred).
  • Bachelor's degree in Construction Management, Architecture, Engineering, or a related field.
