Responsibilities
- Manages complex capital improvement projects; develops schedules; coordinates bid openings; negotiates contracts; leads meetings; oversees designers and contractors; ensures compliance with specifications, laws, codes, and policies.
- Develops project budgets; monitors expenditures; reviews payments; processes change orders; reviews invoices; purchases; resolves discrepancies; may manage state or federal grant funding.
- Prepares or reviews contracts, plans, specs, manuals, RFPs, bid documents, change orders; maintains records; prepares agenda items for stakeholders; presents information.
- Collaborates with designers, contractors, architects, and Town departments; oversees operations; mitigates risks; negotiates contracts; provides technical information for problem solving.
- Develops project scope with engineers and designers; reviews drawings and specs; evaluates bids for technical accuracy and compliance.
- Performs QA and project monitoring; inspects sites; manages schedules; tracks performance metrics; communicates issues to upper management; supervises construction activities on site.
- Organizes pre-construction, construction, and final acceptance meetings; conducts regular on-site inspections; reports noncompliance.
- Directs project communications with stakeholders.
- Completes all other duties as assigned.

- Manages complex capital improvement projects based on Town needs and expectations; develops project schedules, coordinates bid openings, develops request for proposals, negotiates contracts, leads project meetings, oversees design consultants and general contractors; and ensures that project operations comply with contract specifications, all applicable laws, codes, policies and procedures.
- Develops project budgets, monitors expenditures, reviews and approves payment requests, processing of change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work may also involve managing state or federal project grant funding.
- Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
- Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, and other Town departments and external agencies; oversee project operations, resolves issues and mitigates project risks, negotiates contracts, and provides technical and general information to aid in the evaluation of problems and the development of alternatives for construction projects.
- Manages the development of "Project scope" through collaboration with Engineers and Designers. Provides technical design review and feedback to designers and Engineers during the project design and engineering phase. Guides the development of drawings and specifications, as well as evaluating the bids for technical accuracy and compliance with contract requirements.
- Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; identifies and manages risk and other project issues; and communicates unresolved issues to upper management. Provides onsite supervision of project construction activities to ensure project design and specifications are being correctly implemented by the general contractor and any subcontractors.
- Organizes and coordinates pre-construction, construction and final acceptance meetings, conducts regular on-site inspections during the various project phases, and reports on noncompliance with contract requirements.
- Directs and manages project communications with internal and external stakeholders.
- Completes all other duties as assigned.

The work is typically performed while sitting at a desk or table, with intermittent standing, walking or stooping, and climbing. The employee uses equipment requiring a high degree of dexterity.
The work is typically performed in an office and construction/renovation job sites with occasional exposure to loud noises, inclement weather, and working at heights.
- Principles and practices of construction management.

Bachelor’s degree in construction management, engineering, building construction, architecture, design, or a directly related field such as landscape architecture along with the knowledge of and a level of competency traditionally associated with completion of specialized training in the field of work.
Minimum of five years of construction project management experience.

Health and dental insurance are effective the first day of employment. The town will provide full-time employees group medical and dental insurance including family coverage. Employees and the town will share equally in the additional cost of the medical plan for dependent coverage if employees desire to purchase such coverage for family members. Employees are responsible for the full cost of dependent dental insurance.
Employees hired after June 30, 2010, in a regular full-time or regular part- time position are required to participate in the Retirement Health Savings Plan. Contributions are taken on a pre-tax basis. The current contribution amount is 1%.
- Vacation/Annual Leave: Employees in regular full or part time positions earn between 12 and 26 days per year depending upon length of Town service.
- Sick Leave: Employees in full or part time regular positions earn 12 days per year.
- Paid Parental Leave: Eligible employees receive 6 weeks of Paid Parental Leave after birth or placement of a child in the home for adoption or foster care. This leave does not come from Employee's leave bank.
- Paid Holidays: There are 12 official Town holidays. Employees in full or part time regular positions are eligible for paid holiday time.
- Personal Leave: All employees in full or part time regular positions are granted 3 days of personal leave per year. This leave is non-cumulative
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
- NC 401(k)-The Town makes a contribution of 5% to the 401(k) for all regular full and part time employees. There is no employee match required. Employees have the option of making contributions on a pre or post tax basis. The plan is administered by Empower.
- 457 Deferred Compensation Plan-Town of Chapel Hill employees have the option of making contributions to a 457. The Town does not make contributions to this plan. The plan is administered by MissionSquare.
- Town Provided: The Town provides both short term and long term disability insurance to all regular full or part time employees. The plan will pay up to 50% of the employee's
