Job summary

ASR International is seeking an experienced Construction Management Representative (CMR) in Washington, DC to oversee, inspect, and coordinate on-site construction activities for federal projects. You will manage contractor performance, safety, and documentation while liaising with government stakeholders.

The role requires a Top-Secret clearance, a relevant engineering degree, and 8+ years of CM/CMR experience on federal facilities.

Qualifications

• U.S. Citizenship and active Top-Secret security clearance required.
• Bachelor’s degree in Engineering, Construction Management, or related field.
• 8+ years of construction management/engineering experience on federal projects involving multiple facility types.
• Proven experience as CM/CMR/Owner’s Rep/Superintendent on 3+ projects in the last 5 years, coordinating with government stakeholders.
• Field experience on secure facilities and projects near sensitive resources.
• Skilled in stakeholder coordination and government negotiations.
• Ability to review designs, shop drawings, and specs for constructability and compliance.
• Knowledge of safety regulations; OSHA-30 certification.
• Strong understanding of construction practices, building codes, estimating, and technical writing.
• Experience processing RFIs, submittals, change orders, and field reports with government PMs/CORs.

Responsibilities

• Oversee, manage and inspect work of construction contractors on-site.
• Inspect contractor work for quality, progress, and compliance with contract docs, codes, and safety standards.
• Coordinate site access, escort visitors, and conduct field investigations and inspections.
• Manage project documentation: diaries, reports, submittals, RFIs, QC reports, and as-built drawings.
• Facilitate project meetings, provide status updates, and resolve technical issues.
• Prepare cost estimates, draft RFPs, and support contract negotiations.
• Monitor safety compliance, labor interviews, and certified payrolls.
• Review contractor claims, issue deficiency lists, and ensure close-out requirements are met.
• Advise project teams on issues and coordinate upcoming work.

The primary role of the CMR will be to oversee, manage and inspect the work of various construction contractors performing work for various on-site construction activities.

Responsibilities

• Oversee and inspect contractor work for quality, progress, and compliance with contract documents, codes, and safety standards.
• Coordinate site access, escort visitors, and conduct field investigations, surveys, and inspections (critical, special, and final).
• Manage project documentation: daily diaries, weekly reports, submittals, RFIs, QC reports, and as-built drawings.
• Facilitate project meetings, provide status updates, and resolve technical issues.
• Prepare cost estimates, draft RFPs, and support contract negotiations, including reviewing proposals and verifying progress payments.
• Monitor safety compliance, labor interviews, and certified payrolls.
• Review contractor claims, issue deficiency lists, and ensure completion of close-out requirements (O&M manuals, warranties).
• Advise project teams on potential issues and coordinate upcoming work activities.

Qualifications

• Field experience on secure facilities and projects near sensitive cultural or environmental resources.
• Skilled in stakeholder coordination, representing government interests, and assisting in negotiations.
• Ability to review designs, shop drawings, and specifications for constructability and compliance.
• Knowledge of safety regulations; OSHA-30 certification.
• Strong understanding of construction practices, building codes, estimating, and technical writing.
• Proficient in Primavera (P3), Microsoft 365, especially Word, Excel, and Project.
• Experience processing RFIs, submittals, change requests, and field reports with government PMs/CORs.
