Job summary

ASR is seeking an experienced Construction QA Manager to oversee project-specific QA plans, inspections, and reporting across commercial and government construction sites in Laurel, MD. The role requires coordinating with diverse teams, managing schedules, and ensuring compliance with contract requirements.

The position emphasizes documentation, timely communication of deficiencies, and adherence to QA processes. A background in government contracting and clearances is highly valued.

Qualifications

  • 10+ years of construction management or craft supervision on commercial or Government projects.
  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience).
  • Knowledge of Microsoft Office and construction inspection/reporting platforms.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
  • US Citizenship; ability to pass a background check and obtain and maintain required security clearances (Tier 1 or Tier 4 as required).
  • Preferred: USACE/NAVFAC CQM for Contractors certification; OSHA 30-Hour Construction Safety (Preferred); Government contracting experience with DHS/USSS/USACE/NAVFAC (Preferred).

  • Develop a project-specific Construction QA Plan for each project, including inspection, testing, reporting procedures, and plans for monitoring corrective actions taken by contractors.
  • Review contract deliverables and submittals for conformance and perform daily inspections to verify all work complies with the contract; request correction of any deficiencies.
  • Prepare and submit daily written QA reports recording all discussions with contractor QC staff as well as deficiencies — submitted within 48 hours.
  • Participate in pre-construction meetings for each construction work item requiring such by the QA plan.
  • Monitor QC inspection and testing activities performed by the contractor.
  • Support work some nights and weekends as project schedule dictates.
  • Maintain no more than 2 missed deficiencies per quarter (AQL).

  • Ability to multi‑task and prioritize in a fast‑paced work environment.
  • Qualified applicants must be a U.S. Citizen, able to pass a background check, and able to obtain and maintain a PIV card and the required suitability determination (Tier 1 or Tier 4 as required by position designation).
  • USACE/NAVFAC Construction Quality Management (CQM) for Contractors certification (Preferred).
  • OSHA 30-Hour Construction Safety certification (Preferred).
  • Government contracting experience, particularly with DHS, USSS, USACE, or NAVFAC (Preferred).
