Job summary

The Alaska Native Tribal Health Consortium (ANTHC) seeks a Construction Project Assistant in Anchorage, Alaska to manage daily construction activities under supervision. Job description

Summary
Under close supervision, serves as team member to manage daily construction activities of assigned projects and safely completes activities within schedule and budget limits established by a Construction Manager.

Responsibilities

  • Assists in developing, reviewing and maintaining schedules, health and safety plans, environmental safety plans and financial reports for construction projects in collaboration with more senior Construction Managers and superintendents.
  • Assists in assuring constructability concerns are addressed.
  • Coordinates with the construction manager, superintendent and community representative to ensure the scope of work is followed and that all materials, equipment and personnel needs are met to complete the project on schedule and budget.
  • Manages the daily construction activities of assigned projects.
  • Reviews project designs and assists construction managers with field construction practices, material and equipment needs.
  • Completes detailed material takeoffs from design drawings to determine the cost and type of materials needed.
  • Determines project fund availability.
  • Tracks and monitors materials that are shipped to construction sites and collaborates with material suppliers, freight companies, small purchasing and contracting departments to order and deliver materials and equipment in a timely manner.
  • Processes and tracks project invoices and personnel timesheets.
  • Participates in intermittent and final inspections on construction projects to assure compliance with specifications.
  • Conducts completion assessments of project and quality control inspections.
  • Completes progress and financial reports of project during construction phase.
  • References drawings, design manuals, regulations, technical reference manuals, construction contracts and other documents in performance of job duties.
  • Travels to remote construction sites.
  • Performs other duties as assigned.

Knowledge and Skills
  • Knowledge of construction and project management, design review, and planning techniques.
  • Knowledge of the development, planning, design, construction and operation of sanitation facilities or related infrastructures in rural Alaska or other rural cold climates.
  • Knowledge of electrical and mechanical processes and specifications for water/wastewater systems.
  • Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • Knowledge of uniform building, plumbing, mechanical and electrical codes.
  • Knowledge of purchasing, shipping and materials management techniques.
  • Knowledge of financial tracking techniques.
  • Knowledge of safety precautions when operating motorized vehicles, equipment and hand tools.
  • Knowledge of applicable computer system software programs.
  • Skill in reading and evaluating design drawings, engineering plans and specifications and technical schematics.
  • Skill in analyzing water/wastewater issues and preparing recommendations based on findings.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in using analytical and research skills to define and solve problems.
  • Skill in operating motorized vehicles, equipment and hand tools.
  • Skill in operating a personal computer utilizing various software applications.
  • Skill in establishing and maintaining effective working relationships with others.
Minimum Education Qualification

An associate’s degree in project management, Construction Management, Engineering, or related field. Progressively responsible professional work-related experience, education or training may be substituted on a year‑for‑year basis for college education.

Minimum Experience Qualification

Non‑supervisory – Two (2) years field construction experience. An equivalent combination of relevant education and/or training may be substituted for experience.

Minimum Certification Qualification

Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.

Preferred Certification Qualification

Current American Red Cross First Aid and CPR certifications.

Additional Requirements

Must have a valid driver’s license with a clean driving record. Must be able to obtain an Alaska driver’s license within six (6) months of hire.
