Job summary

APSI Construction Management seeks a Construction Manager/Administrator for the Cheyenne Veterans Affairs Medical Center project. The CM-CA will be on-site for the full duration to support operations, renovations, and new construction activities related to the EHRM infrastructure upgrades in Cheyenne, WY.

The role requires a minimum of three years in construction management, knowledge of project controls, scheduling, QA/QC, and cost management.

Qualifications

• Minimum of 3 years of construction field experience with CM tasks.
• Technical degree preferred but not required if applicable experience.
• Completion of 30-hour OSHA Safety Training within 60 days of NTP.
• Strong knowledge of construction practices, QA, safety, time, cost, and information management.

Responsibilities

• On-site CM-CA for the EHRM construction project duration.
• Assist in project management, planning, scheduling, design reviews, and cost control.
• Conduct or attend weekly project meetings to review status and payments.
• Maintain thorough records for conflict resolution and change management.

Project Name: Electronic Health Record Modernization (EHRM) infrastructure upgrades, VAMC Cheyenne, WY

Project Duration: 2 years

Anticipated Start Date: October/November 2026

The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Cheyenne Veterans Affairs Medical Center (Cheyenne VAMC) located at 2360 E Pershing Blvd, Cheyenne, WY 82001.

Daily Responsibilities

Construction Manager/Administrator (CM-CA) on-site for the duration of the Electronic Health Record Modernization Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

The CM-CA shall be required to perform services including, but not limited to, the following (in no particular order):

The CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.

The CM-CA must have a working experience in monitoring the construction for Quality Assurance.

The CM-CA shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.

Progress Meetings– Conduct or attend weekly or bi-weekly- project meetings to review and monitor projects and project schedules review of construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).

Assisting in Issue Resolution - The CM-CA shall keep thorough records of occurrences, contracts, and others construction related matters of the project in order to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.

Testing and Inspection Services - The CM-CA may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.

Performing Additional Construction Related Services- Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals and other services as may be required by the VA.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.)

• The Construction Administrator (CM-CA) shall have a minimum of three (3) years of construction field experience accomplishing similar CM tasks as noted above. A technical degree in Construction Management, Engineering or related field is preferred but not required if the candidate can show applicable construction administration experience.
• Completion of 30-hour OSHA Safety Training Class (within 60 days of NTP)
• The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. The CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
• The CM-CA must have working experience in monitoring the construction for Quality Assurance. The CM-CA shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
• The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.
• The CM-CA must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.

• Experience as a CMa managing VA projects
• Experience as a CMa managing Medical projects
