Job summary

APSI Construction Management is seeking a Construction Manager/Administrator (CM-CA) for the Electronic Health Record Modernization project at the Jack C. Montgomery VAMC in Muskogee, OK.

The role requires on-site presence for the project duration and close collaboration with VA contracting and site teams. Qualified candidates will have at least three years of CM field experience, strong QA, scheduling and cost-control skills, and the ability to manage multiple contractors.

Qualifications

  • Minimum 3 years of construction field experience in CM tasks.
  • Knowledge of Quality Assurance, Safety, Time, Cost, Change and Information Management.
  • Familiar with site operations of General and Sub-contractors and construction management processes.
  • Experience presenting three projects of scale and difficulty in similar roles.
  • Strong communication, language, and software skills for project data management.

Responsibilities

  • Provide on-site management and consultative assistance for EHRM construction.
  • Assist the Contracting Officer and COR in project management, planning, scheduling, design reviews, and code compliance.
  • Monitor quality assurance, testing, and cost control; maintain records and progress meetings.
  • Coordinate submittals, changes, and payment documentation; track budget data.
  • Monitor and document construction progress and performance; support issue resolution.

Name of Project: Electronic Health Record Modernization (EHRM) infrastructure upgrades, Muskogee, OK, VAMC

Anticipated Start Date: Aug/September 2026

Pay Range: $80K - $105K

Project Duration: 3 years

SOW: The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across the Jack C. Montgomery VAMC located at 1011 Honor Heights Dr, Muskogee, OK 74401.

All proposed personnel to perform services under this requirement must be United States citizens and obtain a favorable National Agency Check (NACI).

Daily Responsibilities

The government requires a Construction Manager/Administrator (CM-CA) that will be on-site for the duration of the Electronic Health Record Modernization Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

  • The Construction Manager/Administrator (CM-CA) shall be required to perform services including, but not limited to, the following (in no particular order)
  • The CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • The CM-CA must have a working experience in monitoring the construction for Quality Assurance.
  • The CM-CA shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place
  • Progress Meetings– Conduct or attend weekly or bi-weekly- project meetings to review and monitor projects and project schedules review of construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
  • Assisting in Issue Resolution - The CM-CA shall keep thorough records of occurrences, contracts, and others construction related matters of the project in order to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Testing and Inspection Services -The CM-CA may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
  • Performing Additional Construction Related Services- Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals and other services as may be required by the VA.
Required Qualifications (Experience, Education, Certifications, Clearances, Etc.)
  • The Construction Administrator (CM-CA) shall have a minimum of three (3) years of construction field experience accomplishing similar CM tasks as noted above.
  • The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management. They CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation
  • The CM-CA must have working experience in monitoring the construction for Quality Assurance. The CM-CA shall have experience in preparing, analyzing and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents. In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.
  • The CM-CA must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.
Preferred Qualifications
  • A technical degree in Construction Management, Engineering or related field is preferred but not required if the candidate can show applicable construction administration experience.
  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
