Job summary

Applied Sciences Consulting, a Parsons company, seeks an experienced Construction Manager for a full-time hybrid position in Florida. The role provides oversight for canals, levees, pump stations, stormwater systems, and environmental restoration, ensuring safety, schedule, and budget compliance.

The candidate will collaborate with project managers, contractors, inspectors, engineers, and agencies, with Florida-based local permitting and regulatory coordination knowledge.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Engineering, Environmental Engineering, Water Resources Engineering, or related field.
• 7+ years of progressively responsible experience in construction engineering, construction management, contract administration, inspection, or civil-infrastructure project delivery.
• Experience reviewing construction plans, specifications, submittals, schedules, payment applications, and change orders.
• Knowledge of construction methods and materials for civil, stormwater, water-control, environmental, or utility projects.
• Strong written and verbal communication skills.
• Valid driver’s license and ability to travel throughout Florida.

Responsibilities

• Provide construction engineering and contract-administration support for civil, stormwater, water-resources, environmental, and infrastructure projects.
• Review construction plans, technical specifications, schedules, shop drawings, submittals, RFIs, and contractor work plans.
• Monitor construction activities for compliance with contract documents, standards, permits, safety and regulations.
• Coordinate with contractors, inspectors, design engineers, clients, regulatory agencies, and stakeholders.
• Participate in preconstruction meetings, progress meetings, site inspections, substantial-completion inspections, and final closeout.
• Evaluate field conditions and assist in resolving conflicts, design discrepancies, and site issues.
• Review contractor schedules, payment applications, quantities, change-orders, claims, and supporting documentation.
• Prepare field reports, meeting minutes, technical memoranda, cost estimates, correspondence, and project-status reports.
• Track project schedules, budgets, contract deliverables, outstanding issues, and corrective actions.

Position Summary

Applied Sciences is seeking an experienced Construction Manager with 7+ years of experience supporting water resources, environmental, civil infrastructure, and construction-management projects throughout Florida. This is a full-time, hybrid position and will provide technical oversight and construction-phase services for projects involving canals, levees, pump stations, water-control structures, stormwater systems, environmental restoration, and related public infrastructure. The selected candidate will work closely with project managers, contractors, inspectors, engineers, government agencies, and other project stakeholders to help ensure construction activities are completed safely, accurately, on schedule, within budget, and in accordance with approved plans, specifications, permits, and contract requirements. Candidates must be authorized to work in the United States without employer sponsorship. We are seeking Florida-based professionals with local knowledge of permitting, regulatory coordination, and project delivery practices to support our clients and projects throughout the state.

Desired Duties and Responsibilities Include:

Education and Experience (Minimum Required)

• Bachelor’s degree in Civil Engineering, Construction Engineering, Environmental Engineering, Water Resources Engineering, or a related engineering discipline.
• 7+ years of progressively responsible experience in construction engineering, construction management, contract administration, inspection, or civil-infrastructure project delivery.
• Experience reviewing construction plans, specifications, submittals, schedules, payment applications, and change orders.
• Knowledge of construction methods and materials associated with civil, stormwater, water-control, environmental, or utility projects.
• Strong written and verbal communication skills.
• Valid driver’s license and ability to travel to project sites throughout Florida.

Other Desired Qualifications

• Florida-licensed Professional Engineer preferred, or the ability to obtain one in a year.
• Experience with canals, levees, pump stations, culverts, control structures, drainage systems, reservoirs, wetlands, or environmental-restoration projects.
• Demonstrated experience leading complex public-infrastructure or water-resources construction projects.
• Experience managing project budgets, schedules, consultants, contractors, claims, and contract modifications.
• Ability to independently represent Applied Sciences Consulting during client meetings, negotiations, field decisions, and project coordination.
• Experience supervising construction inspectors, technicians, consultants, or project teams.
• Construction-related certifications such as CCM, PMP, CAPM, OSHA, or FDOT certifications.
