Job summary

BizSolutions 360, Inc. (B360) seeks a Construction Management Representative to serve as the full-time on-site liaison for a National Park Service project at the Presidio of San Francisco, Golden Gate NRA.

The CMR will support the Contracting Officer's Representative through the entire on-site construction period. The role includes daily observation, meetings, submittal reviews, payroll audits, schedule/payments, inspections and data management.

Qualifications

• Construction management certification, a degree, or a minimum of five years of construction management experience.

Responsibilities

• Observe and document contractor's daily progress, workmanship, quality and conformance with the contract documents; complete daily reports with captioned photos.
• Facilitate and document weekly progress meetings with notes within one business day.
• Review, log and gatekeep submittals and RFIs; reject incomplete packages and forward only complete ones to the project team.
• Review certified payrolls weekly against DOL requirements and conduct labor standards interviews.
• Review baseline and progress schedules monthly, and progress payment requests monthly using government checklists.
• Organize inspections on work warranting three-phase inspection.
• Verify material deliveries against approved submittals.
• Support change management including scope documents, independent Government estimates, fact finding and time-impact analyses.
• Manage project records in the Government’s CMS and hand over data within fourteen days of substantial completion.

Job title: Construction Management Representative (CMR) — National Park Service, Presidio of San Francisco

About the role

BizSolutions 360, Inc. (B360) is seeking a Construction Management Representative to serve as the full-time, on-site representative for a National Park Service project inside Golden Gate National Recreation Area, at the Presidio of San Francisco.

The construction work is roadway and pathway safety improvements at the West Bluff Trailhead and along Long Avenue: a new bike path of roughly 1,100 feet connecting the Mason Street path to Long Avenue, a vehicle turnaround at the parking area, widening Long Avenue by five feet for an uphill bike lane, rehabilitation of a damaged masonry drainage ditch, guardrail and fencing, and reconstruction of the Marine Drive intersection.

You would be B360's single on-site presence, supporting the Contracting Officer's Representative through the full construction period.

Duration and schedule

One year on site, approximately October 2026 through October 2027, aligned to the construction contract. Extensions are common on work of this type and the CM contract is typically extended alongside the construction contract. Site work hours are generally 7:00 a.m. to 5:30 p.m., Monday through Friday.

What you'll do

• Observe and document the contractor's work daily for progress, workmanship, quality and conformance with the contract documents, building codes and safety standards — completing a daily report, with captioned photographs, for every day of on-site activity
• Facilitate and document weekly progress meetings, with notes issued within one business day
• Review, log and gatekeep submittals and RFIs, rejecting incomplete packages and forwarding only complete ones to the project team
• Review certified payrolls weekly against Department of Labor requirements, and conduct labor standards interviews on SF 1445
• Review the contractor's baseline and progress schedules monthly, and progress payment requests monthly, using the Government's review checklists
• Organize and document preparatory, initial and follow-up inspections on work warranting three-phase inspection
• Verify material deliveries against approved submittals
• Support change management — scoping documents, independent Government estimates, fact finding, negotiation memoranda, REAs and time impact analyses
• Manage the complete project record in the Government's construction management software, and hand over all project data within fourteen days of substantial completion

What you must have

• Construction management certification, a degree, or a minimum of five years of construction management experience
• OSHA 30-hour construction health and safety training — this is a hard minimum
• Five years minimum of experience with three-phase on-site quality control (preparatory, initial, follow-up) — also a hard minimum
• MS Project skills including baseline schedules, report generation and critical path theory
• Ability to read, interpret and apply construction contracts, plans and specifications
• Ability to read cost estimates broken down to prime and subcontractor labor, equipment, materials, overhead and profit — and to evaluate proposals at that level
• Ability to evaluate payment requests against work actually in place
• Competence with construction management software, MS Teams, Word, Excel and Adobe PDF
• Ability to walk and climb on site daily to observe work in progress
• No conflict of interest with the construction contractor, of any kind

What will set you apart

• Prior National Park Service project experience
• Experience with federal resource protection measures — protecting natural and cultural resources during construction. The Presidio site involves habitat, tree preservation, archeological monitoring and native plant work
• Hands-on experience with the work types in this project: roadway demolition, sitework and drainage, waterline trenching and installation, asphalt paving of roads and parking lots, metal structure fabrication, prefabricated restroom installation, masonry, concrete, fine earthwork grading, and native plant installation
• Prior work with Government project managers and CORs on change orders, RFIs, submittals and field observation reports

This position is contingent on B360 being awarded the task order. We are identifying and committing our CMR now, as part of our response. If we are not selected, the role does not proceed.

This is a quality assurance, observation and documentation role. The CMR has no authority to accept or reject construction work, authorize changes, obligate the Government, or direct the construction contractor. Communication runs to the Denver Service Center and the COR — not to park staff, regional staff or the contractor. If you are looking for a role where you direct the work, this is not it. If you are excellent at observing carefully, documenting rigorously and escalating cleanly, it is.
