Job summary

Unified Business Technologies Inc. seeks an experienced Construction Management Representative (CMR) to provide on-site construction management support for a National Park Service infrastructure upgrade at the Presidio of San Francisco.

The role requires overseeing field activities, reading drawings, coordinating with Government PMs/CORs, and ensuring safety and quality in civil work, roadways, drainage, and site improvements.

Qualifications

  • Minimum 5 years of Construction Management experience.
  • Minimum 5 years in the three phases of on-site Quality Control.
  • Current OSHA 30-Hour Construction Safety training.
  • Experience inspecting or managing civil construction (roads, paving, sitework, drainage).
  • Experience reviewing RFIs, submittals, change orders, and reports.
  • Proficiency with MS Word, Excel, Teams, Adobe PDF, and MS Project.
  • Ability to understand baseline schedules and critical-path scheduling.

Responsibilities

  • Monitor construction activities for compliance with plans, specs, and quality.
  • Perform and document field observations and construction progress.
  • Read and interpret drawings, schedules, and contract documents.
  • Monitor roadway demolition, sitework, drainage, paving, grading, fencing, and related work.
  • Review contractor submittals, RFIs, change orders, schedules, estimates, and payment requests.
  • Evaluate construction cost proposals including labor, equipment, materials, and overhead.
  • Document differing site conditions and changes in project scope.
  • Coordinate with Government Project Managers/CORs and contractors.
  • Review baselines and updated schedules; evaluate critical-path activities.
  • Monitor resource-protection measures for natural and cultural resources.
  • Participate in the three-phase construction quality-control process.
  • Prepare reports and maintain project documentation using MS Office.

Description

We are seeking an experienced Construction Management Representative (CMR) to provide full-time, on-site construction management support for a National Park Service (NPS) infrastructure improvement project at the Presidio of San Francisco.

The project includes improvements to the West Bluff Trailhead/Arrival Area and Long Avenue, including roadway reconstruction and widening, asphalt paving, bike-path construction, drainage improvements, guardrails, fencing, concrete and masonry work, grading, utility-related work, and associated site improvements.

Key Responsibilities

The CMR will serve as an on-site representative supporting the Government's oversight of construction activities. Responsibilities include:

  • Monitor construction activities for compliance with contract plans, specifications, and quality requirements.
  • Perform and document field observations and construction progress.
  • Read and interpret construction drawings, specifications, schedules, and contract documents.
  • Monitor roadway demolition, sitework, drainage, trenching, asphalt paving, concrete, masonry, grading, fencing, guardrail, and related civil construction.
  • Review contractor submittals, RFIs, change orders, schedules, estimates, and payment requests.
  • Evaluate construction cost proposals, including labor, equipment, materials, subcontractor costs, overhead, and profit.
  • Document differing site conditions and changes in project scope.
  • Coordinate with Government Project Managers/CORs and construction contractors.
  • Review baseline and updated construction schedules and evaluate critical-path activities.
  • Monitor resource-protection measures intended to minimize impacts to natural and cultural resources.
  • Participate in the project's three-phase construction quality-control process.
  • Prepare reports and maintain project documentation using construction management and Microsoft Office software.

Requirements

  • Minimum 5 years of Construction Management experience, or applicable Construction Management degree/certification.
  • Minimum 5 years of experience with the three phases of on-site Quality Control.
  • Current/completed OSHA 30-Hour Construction Safety training.
  • Experience inspecting or managing similar civil construction, preferably including:
    • Roadway demolition/reconstruction
    • Asphalt paving and parking lots
    • Milling and overlay
    • Sitework and drainage
    • Waterline trenching/installation
    • Concrete and masonry
    • Fine earthwork/grading
    • Metal fabrication
    • Native plant/site restoration
  • Experience reviewing construction estimates, schedules, progress, and payment requests.
  • Experience working with Government PMs/CORs on RFIs, submittals, change orders, and field observation reports.
  • Proficiency with Microsoft Word, Excel, Teams, Adobe PDF, and MS Project.
  • Ability to understand baseline schedules, progress reporting, and critical-path scheduling.
  • Ability to walk, climb, and regularly navigate active construction areas.
Preferred Qualifications
  • Previous National Park Service (NPS) construction experience.
  • Previous construction management experience supporting other federal agencies.
  • Experience implementing federal natural and cultural resource-protection requirements.
  • Strong roadway, paving, drainage, and civil/site construction background. NPS experience is specifically identified as more favorably rated.
