Job Description

Founded in 1990, award winning AFG Group, Inc. provides a full range of program, project and construction management services to our clients - from project planning, definition, design, and construction, through commissioning, relocation, and move-in.

Construction Manager

Provide construction management support for multiple improvements at existing land ports of entry, coordinating field activities, documenting progress, and supporting GSA project managers. Work alongside GSA staff while retaining AFG employment and supervision. GSA personnel retain inherently governmental decisions and authority.

Responsibilities

  • Visit assigned projects; observe work progress, document field conditions, and report apparent quality, safety, schedule, or operational concerns to GSA.

  • Develop clear construction scopes of work and assist GSA with procurement, including technical requirements, responses to technical questions, proposal and pricing reviews, and procurement coordination as directed. Review submittals, RFIs, changes, punch lists, and closeout records as assigned.

  • Prepare Independent Government Estimates (IGEs), perform quantity measurements, develop scopes of work, and assess construction progress; coordinate technical input with the GSA PM.

  • Coordinate with contractors, facility users, and GSA staff to reduce disruption to active commercial inspection operations.

  • Identify technical questions requiring engineering or specialty review and refer them to the GSA PM and appropriate experts.

Qualifications and Knowledge

Required Capabilities

  • Demonstrated construction management experience on occupied-facility renovation or repair work.

  • Ability to read drawings and specifications, assess field progress, and communicate clear, factual observations and issues.

  • Working knowledge of interior renovations, painting, lighting, inspection-area improvements, netting, and minor building or security work.

  • Ability to coordinate multiple assignments, maintain accurate records, and communicate effectively with government staff and facility users.

  • Availability to work from the designated GSA office, travel to assigned sites, and accommodate occasional evening or weekend work.

  • Ability to comply with security, access, and operating procedures at active federal facilities.

Preferred Qualifications

  • Relevant degree in construction management, engineering, architecture, or a related field, or equivalent directly relevant experience.

  • Prior GSA, federal facility, FMCSA, or land port of entry experience; familiarity with occupied operational facilities.

  • Proficiency with spreadsheets, project documentation, schedules, estimates, and common construction management software.

  • Relevant professional credentials such as CCM or PMP are desirable.

Work Schedule and Travel

Work from the designated GSA office and travel to assigned project sites in Texas and New Mexico. Coordinate field activities around ongoing facility operations, including occasional evening or weekend work. Follow applicable site safety, vehicle, and access procedures.

Physical and Environment Checklist

  • office work, computer use, document review, meetings, and verbal/written communication.

  • travel to active land ports of entry and construction sites; walking and standing during site observations, including uneven surfaces where present.

  • exposure during site visits to outdoor weather, construction noise/dust, and active commercial vehicle operations; comply with site controls and required PPE.

  • Site access may involve stairs and restricted inspection areas, subject to applicable site access and safety procedures.
