Washington State Parks and Recreation Commission is seeking a Construction & Maintenance Project Supervisor to lead and coordinate maintenance across a park area, supervising trades staff and ensuring safe, functional facilities.

The role requires supervisory experience, multi-trade expertise, and a valid driver’s license. On-site work, with uniforms provided and stipends, is expected in all weather conditions.

Qualifications

• Two years supervisory experience directing staff.
• Two years as supervisor or four years as specialist in construction & maintenance.
• Eight years in two or more trades with building maintenance, repair, or construction work.
• Two years of technical/trade training may substitute for up to two years of experience.
• Two years of supervisory experience including directing work and providing feedback.
• High school diploma or GED equivalent.
• Valid unrestricted driver's license.
• First Aid & CPR certification within 12 months of employment.

Responsibilities

• Lead and coordinate maintenance in a park area and supervise maintenance staff.
• Schedule work priorities, mentor staff, participate in hiring interviews, and develop work plans.

Construction & Maintenance Project Supervisor plays an important role of the primary interface with the Region Maintenance Manager and the Maintenance Chief on state and regionwide maintenance objectives and priorities. The role of this position is to supervise, coordinate, and lead the maintenance program within a park management area. This position provides guidance, coordination, and supervising of the trades and maintenance staff who perform maintenance duties on buildings, utility systems, roads, trails, and equipment, resulting in the public having safe and functional facilities.

This position is not eligible to telework, as physical on-site presence is required to perform essential functions.

Deception Pass State Park – (located in Island County) is Washington's most-visited state park for a reason. Mysterious coves, rugged cliffs, jaw-dropping sunsets and a stomach-dropping high bridge make this park a go-to for locals and international travelers alike. It spreads over 4,134 acres, a marine and camping park with 77,000 feet of saltwater shoreline and 33,900 feet of freshwater shoreline on three lakes. Deception Pass and the high bridge connect Western Washington's mainland with Whidbey and Fidalgo islands, creating a gateway for exploration.

• Serves as the Lead and Coordinator of Maintenance in a Park Area under the supervision of the Area Manager:
  • Leads and directs the maintenance, repair, and operational development of the park areas and its facilities and equipment.
• Supervises Area Maintenance Staff:
  • Schedules work priorities and shift coverage, mentors, recommends disciplinary and corrective action, performs hiring interviews, and develops work plans and evaluations.
  • Recruits and hires trades and maintenance staff for the area.
• Project Coordination:
  • Responsible for the coordination and completion of the preventative, deferred, routine, equipment, and emergency and unforeseen maintenance within the area.
  • Performs repairs and maintenance work in carpentry, masonry, plumbing, electrical, water and wastewater systems, and other equipment.
  • Develops and controls park maintenance budget for all park area projects and repairs.
• Responsible for Administration.
• Responsible for Water and Wastewater System Operations.
• Coordinates the Equipment Operation and Maintenance within the Area:
  • Conducts/provides equipment training for area staff who operate equipment.

REQUIRED QUALIFICATIONS

Option 1

• Two (2) years of experience as a Construction & Maintenance Project Lead.

Option 2

• Four (4) years of experience as a Construction & Maintenance Project Specialist.**

Option 3

• Eight (8) years of advanced level experience in two (2) or more trades to include: building maintenance, repair, remodeling, construction duties, and mechanical/machinery.**

** Two (2) years of technical or vocational training or education in a building/construction trade may substitute for up to two (2) years of the required experience.

AND

• Two (2) years of supervisory experience including directing the work of employees and providing employee performance feedback.
• High school diploma or GED equivalent
• Valid unrestricted (except for corrective lenses) driver's license.
• First Aid & CPR certification must be obtained within the first twelve (12) months of employment.

CORE COMPETENCES

• Project Planning & Execution -Ability to plan, coordinate, schedule, and deliver construction and maintenance projects from initiation through completion, including estimating materials, labor, timelines, and ensuring timely, high-quality outcomes.
• Technical Expertise in Multi-Trade Construction & Maintenance -Demonstrated knowledge and hands-on proficiency across multiple trades (e.g., electrical, plumbing, carpentry, mechanical systems) to perform, troubleshoot, and oversee complex maintenance and construction work.
• Leadership & Crew Coordination -Supervisory experience including hiring staff, training and development, assigning work, evaluating performance, and taking corrective action when needed. Ability to lead, direct, and support work crews; assign tasks; develop work methods; and ensure productivity, accountability, and adherence to standards while fostering a collaborative team environment.
• Regulatory Compliance & Safety Management -Knowledge of building codes, safety regulations, and risk management practices, with the ability to ensure compliance, conduct inspections, mitigate hazards, and promote a strong safety culture.
• Problem Solving & Decision Making -Ability to independently assess situations, respond to emergencies, troubleshoot system issues (e.g., water/wastewater, equipment), and make sound, timely decisions to maintain operations.
• The Ability to take Action to Learn and Grow -Considering and incorporating new information and different perspectives. DESIRED QUALIFICATIONS

• Experience working for Washington State Parks or a similar parks and recreation entity.
• Advanced knowledge of repair, maintenance, and construction techniques and of the tools, methods, practices, and materials and equipment used in the building and mechanical trades.
• Experienced with the use of Microsoft Office products, such as Word, Outlook, and Excel.
• Proficiency in reading schematics and blueprints.
• Experience managing small to large multifaceted projects from start to finish.
• Experience organizing and directing employees in project goals and objectives while tracking timelines and effectively communicating with all stakeholders.
• Advanced knowledge and application of building codes and all other rules and regulations governing safety, repair, and maintenance and construction of facilities and tasks.
• Ability to operate a park boat. Possess a Boater Education Certification or the ability to obtain within six months of employment or prior to operating a Washington State Boat or attending the Motorboat Operator Training Course.

Requirements:

All Construction & Maintenance Supervisors are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of a Construction & Maintenance staff member and promotes respect as a Washington State Parks employee. All Construction & Maintenance Supervisors will receive 6 shirts within the first year (2 shirts per calendar year after the first year), 1 jacket every 3 years, 1 baseball cap every year, 1 safety vest every 3 years, and a clothing stipend of $200 per year, and a $250 boot stipend every 2 years. Uniform stipends are intended to offset the cost of clothing worn in the workplace such as pants, boots, raingear, etc.

Working Conditions

Position works four (4) days a week, 10 hours per day. Core working hours are typically 6 a.m. - 4:30 p.m., Monday - Thursday. This position requires occasional travel including some overnight between parks and statewide for meetings, training, and other field work. This position works primarily in a park or field setting to include indoor and outdoor work environments, work tasks vary which require attending to customer service and maintenance needs in various weather conditions including inclement weather. Work is performed in all types of terrain and may require sitting, standing, and walking for long periods of time. The ability to safely move, place, and manipulate objects weighing up to 50 pounds. The ability to operate a boat. The ability to climb a ladder and work at elevated heights greater than 8 feet.
