Job description


Tacoma Water is seeking a dynamic and experienced Construction Inspector Manager to lead our Project Delivery Group’s Construction Management Team within the Planning and Engineering section. This pivotal role ensures the successful execution of our Capital and Operations & Maintenance (O&M) projects, private contract projects, and the monitoring of existing infrastructure impacted by external construction activities.

The Construction Inspector Manager will oversee all aspects of construction management, ensuring projects are delivered safely, on time, within budget, and to the highest quality standards. This role requires strong leadership, technical expertise, andthe ability to collaborate effectively with internal teams, contractors, and external stakeholders. You will manage a team responsible for design surveys, constructability reviews, construction inspections, construction management, survey staking, and watermain shutdowns.

Key Responsibilities:

  • Team Leadership and Management:
    • Organize, direct, monitor, and manage the operations of the Construction Management Team, including a construction manager, construction inspector supervisor, construction inspectors, chief of party surveyor, service worker, and utility worker.
    • Provide oversight on construction activities for capital, O&M, and private contract projects.
    • Ensure adherence to current policies, procedures, and industry best practices (American Water Works Association, Washington State Department of Health, Environmental Protection Agency, Washington State Department of Ecology, etc.).
    • Provide support and guidance to supervisors and staff, resolving escalated issues.
    • Conduct QA/QC reviews of contract correspondence and documentation.
    • Manage equipment, tools, materials, and fleet vehicles.
    • Conduct job site visits to assess staff performance and project progress.
    • Maintain and strengthen a strong safety culture.
  • Supervision and Staff Development:
    • Lead supervisors of represented staff, determining workloads and staffing levels.
    • Provide coaching, mentoring, and feedback through annual Core Conversations.
    • Lead recruitment, hiring, and staff development, adhering to Tacoma Water policies and labor agreements.
    • Develop training plans and implement project construction processes and procedures.
    • Support supervisors in personnel actions, coordinating with HR, Legal, and the Union as needed.
  • Construction Management Oversight:
    • Oversee the management of capital, O&M, and private contract projects during construction.
    • Support staff in resolving construction issues and disputes.
    • Ensure coordination of survey and inspection activities with various stakeholders.
    • Hold contractors accountable to contract specifications, drawings, and regulations.
    • Ensure pre-construction and weekly meetings are conducted.
    • QA/QC and approve contractor correspondences, change orders, pay estimates, and closeout documentation.
    • Track costs for private contracts in SAP and reconcile design/inspection costs.
  • Budget Development and Tracking:
    • Collaborate on O&M budget development for the team, including training, licenses, and equipment.
    • Provide input for expenditure forecasting and participate in budget review meetings.
  • Training and Professional Development:
    • Act as a subject matter expert in safety, construction management, design-bid build, and alternative delivery projects.
    • Attend industry conferences and workshops to stay current on relevant techniques and issues.
    • Learn from the opportunities to provide, participate, and lead continuous improvement efforts supporting the construction management team’s growth.

Minimum Education*
Bachelor's degree in construction management, engineering, environmental science or directly related field

Minimum Experience*
5 years of professional-level experience in the water industry, public works, or directly related utility industry, including 1 year prior at a supervisory level

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements
Washington State Driver's License

Positions in this class typically require:

  • remaining in a stationary position for 90% of the time with occasional movement to access office files, machinery and similar productivity tools (standing, sitting, walking).
  • constant operation of a computer, as well as use of a calculator, printer and similar office tools (fingering, grasping, feeling, repetitive motions).
  • communication and the exchange of information with others (hearing, seeing, talking).
  • occasionally exerting up to 10 pounds of force to move, transport or position objects (sedentary work).
Work may also occasionally require:
  • movement around the workplace to pick up objects (stooping, walking, reaching).
  • traversing, ascending or descending stairs, sloped terrain, or similar environments (climbing, balancing, walking).
  • exerting up to 20 pounds of force to move, transport or position objects (light work).
