Construction Inspector I

$38.20 - $47.75 Hourly

The City of Pasadena, Water and Power Department is seeking qualified applicants for the position of Construction Inspector I/II. Reporting to Capital Project Manager, the Construction Inspector I/II reviews contract specifications and inspects the work of contractors engaged in major water infrastructure construction and improvement.

IDEAL CANDIDATE

The ideal candidateis detail-oriented, dependable, communicative, and an effective decision maker. The successful candidate will possess excellent interpersonal skills, strong technical expertise, and thorough knowledge of the principles, methods and safety hazards related to construction inspections.

Appointment will be made at the Construction Inspector I or Construction Inspector II level depending on experience and qualifications.

The major responsibilities of this position are listed below.

  • Inspects the work of contractors engaged in major construction of drinking water mainline replacement, water services, installation of fire hydrants, and other water related infrastructure improvement/construction for conformance with requirements and specifications of contracts including earth moving operations, placement of water mainline, paving, pouring of concrete, landscaping, and construction of buildings and specialized facilities.
  • Reviews plans and specifications of proposed construction, participate in pre-construction conferences.
  • Enforces compliance with plans, specifications, City standards, Department standards, and proper construction practices for work such as installation of water main lines, booster pumps, groundwater wells, sewer, utility conduits, landscape improvements, construction of storm drains, culverts, flood control channels, catch basins, junction structures, curbs, gutters, sidewalks, driveways, and streets.
  • Notifies affected utilities, public agencies, residents, and businesses regarding proposed construction.
  • Enforces all safety aspects of the work by the Contractor and their subcontractors. Safety includes their traffic control, proper maintenance of their temporary paving, wearing the proper safety equipment, operating their equipment safely etc.
  • Performs daily inspection during construction and ensures the material and field work provided by Contractor in compliance with job specifications as well as regulations.
  • Ensures proper placement and maintenance of traffic control measures such as signs, barricades and warning devices.
  • Maintains daily logbooks and records of inspection. Performs calculations in the field.
  • Confer with Capital Project Manager on issues encountered in the field. Confer in a timely manner with Capital Project Manager regarding change orders that will have a substantive impact on the contract budget.
  • Initiates work order changes; interprets and coordinates contract provisions with contractor.
  • Coordinates with other City departments, developers, contractors, and utility agencies.
  • Inspects and documents adjacent properties for damages from construction activity.
  • Performs final inspection and ensures completion of necessary corrections; reviews “as-built” plans for accuracy. Stipulates correction and repairs necessary before final acceptance is made.
  • Recommends to Capital Project Manager acceptance of public improvements in completed private developments.
  • Perform inspections on the projects within Department on as-needed basis.
  • Coordinates and observes water shutdowns, tie-ins, testing, and disinfection activities associated with water infrastructure projects.
  • Maintains photographic documentation and detailed inspection records to support project tracking, contractor payments, and project closeout.

EDUCATION AND EXPERIENCE

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance.

Construction Inspector I: Three years of inspection experience on public works construction projects, or on improvement work performed under permit on public works facilities, or three years of engineering experience in the design and inspection of public works construction projects. One year of field survey work on public works projects may be used in lieu of one year of inspection work.

Construction Inspector II: Four years inspection experience on public work construction projects, or on improvement work performed under permit on public works facilities, or four years of engineering experience in the design and inspection of public works construction projects. One year of the four years' experience must include the inspection of major and complex projects. One year of field survey work on public works projects may be used in lieu of one year of inspection work.

Experience in water utility infrastructure inspection is highly preferred.

Experience working with digital construction documents, GIS references, and electronic project records is highly preferred.

SELECTION PROCESS

The selection process may consist of a training and experience evaluation, interview panel, department-level interview and possibly a written, oral, or performance examination.

Probationary work period is one year.
