Job summary

Citadel Pacific Ltd. is seeking an OSP Manager in Guam to oversee the construction and maintenance of fiber optic infrastructure. Responsibilities include managing the deployment of fiber optics, leading the Field Construction Supervisor and Fiber Splicing Team, ensuring quality execution of installations, and coordinating with local utilities. Candidates should possess at least 4 years of experience in fiber OSP work, including certification in fiber splicing. This position may involve outdoor work under various weather conditions.

Job description

The Construction & Implementation (OSP) Manager (Guam) oversees Guam-based fiber optic infrastructure construction, deployment, maintenance, and restoration across buried and aerial existing outside plant infrastructure. This includes backbone expansions, FTTH deployments, business builds, and cell site connectivity. The manager leads the Field Construction Supervisor and Fiber Splicing Team to ensure quality, reliability, and standards compliance.

Responsibilities

• Oversee fiber deployment, maintenance, and restoration activities.
• Lead Field Construction Supervisor and Fiber Splicing Team.
• Ensure quality execution of backbone, FTTH, and customer fiber builds.
• Guide splicing, OTDR testing, fiber termination, and documentation.
• Validate and interpret fiber design prints, splice documentation, and engineering packages.
• Coordinate buried and aerial fiber construction work.
• Dispatch and manage teams for service orders, trouble tickets, and outages.
• Maintain preventive maintenance programs for fiber networks.
• Ensure OSHA compliance and safe field practices.

Key Guam-Specific Responsibilities

• Manage OSP fiber construction and maintenance in Guam’s commercial and residential zones.
• Oversee fiber restoration during typhoons and heavy weather.
• Coordinate with Guam utilities and agencies that include GPA, GWA, DPW, Port Authority, and others for aerial/underground work.
• Support FTTH rollout, including FDH installation, splitter planning, and customer drops.
• Manage Guam contractors for trenching, aerial fiber, micro-ducts, and fiber placement.
• Conduct regular inspections of Guam’s aerial plant and weather‑exposed spans.

Required Qualifications, Capabilities, And Skills

• 4+ years experience in fiber OSP deployment, splicing, and maintenance.
• Fiber splicing certification required.
• Experience in underground and aerial fiber installation.
• Supervisory experience preferred.

Physical Demands

• Lift and carry heavy items weighing up to 50 pounds.
• Stand, kneel, bend, stoop, move in and around confined and cluttered places, and uneven areas, see and hear naturally or with correction.
• Identify differences in wire and cable colors.
• Full range of motion, repetitive movement and flexibility consistent with requirements of the job duties.
• At times work more than 8 hours shift completing hard physical labor in varying temperature extremes and other outside conditions.
• Arduous tasks such as climbing stairs/ladders, carrying tools and equipment, stooping ending, walking on uneven surface, and working aloft and in confined and closed spaces

Working Conditions

• Typical construction site environment, open trenches, etc.
• Requires working in cramped workspaces and getting into awkward positions.
• Requires working outdoor in very hot (above 90 F degrees) or cold temperatures (in‑building locations with cold temperature requirements) and exposure to inclement weather such as dust, wind, rain, typhoons, earthquakes, etc.
• Requires working in extremely bright or inadequate lighting conditions. Includes exposure to sounds and noise levels that are distracting or uncomfortable.
• May involve working around hazardous equipment.
• Primarily daytime work schedule but may be required to work nights, weekends and holidays depending on the projects to ensure safety of team members.
• Occasional work in an enclosed area lacking windows or limited ventilation.
• Occasional Indoor work -exposed to indoor conditions, dust, noise dirt, hat, poor lighting, etc.
• Requires working areas such as major highways, roadways with heavy traffic flow
• Requires working on Roof tops of buildings or in bucket trucks extending a minimum of 20 feet for aerial installations
