Job summary

City Hill Construction, Inc. is seeking an experienced HR/Payroll Manager to build out our internal HR and payroll function for a growing site work and excavation company in western NY.

The ideal candidate will manage weekly payroll, onboarding, benefits administration, and day-to-day HR compliance while working closely with ownership on HR infrastructure. The role requires solid experience with payroll for a field-based workforce, confidentiality, and strong organizational skills.

Qualifications

• Prior payroll processing experience, preferably in construction or field-based work.
• Experience with benefits administration and onboarding.
• Knowledge of state and federal HR/compliance requirements.

Responsibilities

• Process weekly payroll, including prevailing wage reporting for public works.
• Maintain employee records and HR documentation in compliance with laws.
• Administer health insurance and 401(k) enrollment.
• Lead new hire onboarding, I-9 verification, and orientation.
• Track PTO/leave programs and assist with recruiting efforts.
• Develop and refine HR policies with company ownership.
• Maintain confidentiality of sensitive information.
