Job summary

Horner & Shifrin, Inc. is seeking a Construction Engineer or Construction Administrator for our Construction Services unit in St. Louis. This is a full-time role requiring 3+ years of experience, with duties spanning field inspections, documentation, estimates, and coordination with the management team.

The target salary range is $55,000 to $85,000, with benefits and opportunities for growth. A valid driver’s license and the ability to pass a background check are required.

Qualifications

• Bachelor's degree in Civil Engineering or Construction Management required.
• 3+ years of construction inspection/administration experience.
• Ability to inspect bridges, roadways and municipal projects.
• Proficient in documenting quantities and pay estimates.
• Must pass background check and hold a valid driver's license.

Responsibilities

• Inspect bridges, roadways, storm sewers, and public works construction for compliance with plans and specs.
• Inform the Construction Manager of any observed problems or issues.
• Communicate with the Construction Management team to address questions from the public, clients, or contractors.
• Inspect earthwork, traffic control, erosion control, utilities, and concrete structures.
• Measure and record construction quantities for contractor payments; ensure accuracy.
• Complete daily field reports with pay quantities, materials, and staffing details.
• Provide photo documentation to support observations.
• Assist with pay estimates, extra work orders, or claims.
• Help field staff develop strategic approaches and concepts.
• Record time, equipment, and materials for potential change orders.
• Observe traffic control daily.
• Perform duties safely with focus on coworker and public safety.

Job description

Horner & Shifrin is seeking a full-time Construction Engineer or Construction Administrator for our Construction Services business unit. This position requires 3+ years of experience.

POSITION RESPONSIBILITIES

• Conduct inspection of any bridge, roadway, storm sewer, waste water treatment plant or public works construction crews to confirm compliance with contract plans, specifications, and the client’s policies/procedures
• Inform the Construction Manager or Supervisor of any observed problems or issues
• Communicate with the Construction Management team to address any of the public’s, client’s, or contractor’s questions
• Perform inspection of earthwork, traffic control, erosion control, utilities, storm sewer, water treatment plant, concrete structures, paving, and pavement markings
• Measure and record construction quantities for contractor’s payment using appropriate forms and software as required by the client. Ensure that accurate quantities are tracked for completed work
• Complete electronic copy of daily field reports, including pay quantities, material requirements, and contractor staffing
• Supply photo documentation as needed to support recorded observations
• Assist with the preparation of pay estimates, extra work orders, or claims
• Assist field staff in developing strategic approaches and concepts.
• Provide a record of time, equipment, and material needed for any work changes that may result in a change order
• Assist with the observations of traffic control daily
• Perform services in the safest manner with continuous thought of the safety of all co-workers and the public

POSITION REQUIREMENTS

• Knowledge of Microsoft Word, Excel, Outlook, and PowerPoint.
• Strong written and verbal communication skills
• Strong organizational skills
• Critical thinking and analysis
• Must possess a valid driver’s license
• Must complete a background check

EDUCATIONAL REQUIREMENTS

Construction Engineer: Bachelor of Science in Civil Engineering, Construction Management or

Construction Administrator: High School Diploma or GED – Associate’s or two-year degree in construction management or background working on municipal or state DOT construction projects.

SALARY RANGE

The target salary range for this position is $55,000 to $85,000. Compensation for the successful candidate will consider the candidate’s particular combination of knowledge, skills, competencies, experience, and geographic location.
