    This position will be in the Facilities Division.

    The purpose of this position is to conduct inspections, ensure regulatory compliance, respond to public concerns, and procure and manage contracts for City projects. This position plays a key role in overseeing capital improvement projects, grant-funded initiatives, and contractor oversight to ensure they meet City standards and public safety requirements.

    Construction Coordinators may be assigned to one of three divisions: Environmental Compliance, Facilities, or Planning & Design. Duties vary based on division assignment and may include some or all of the responsibilities listed below.

    DUTIES:

    • Construction & Compliance Inspections:
      • Conducts inspections for City codes compliance related to streets, drainage, erosion control, illicit discharge, concrete installation, traffic management, and sidewalks.
      • Ensures construction quality control by verifying that projects adhere to approved permits, plans, and industry standards.
      • Reviews and evaluates engineering and architectural plans, as well as project specifications, to ensure compliance with City standards, regulatory requirements, and project requirements.
    • Project & Contract Administration:
      • Prepares cost estimates and bid documents for City projects.
      • Conducts pre-bid and pre-construction meetings to review specifications with contractors.
      • Reviews and analyzes bid submissions to confirm compliance with project requirements.
      • Inspects construction sites daily and monitors contractor adherence to project plans and specifications.
      • Verifies contractor invoices, bid quantities, and pay applications, ensuring payments are accurate and based on completed work.
      • Administers contracts, schedules projects, and maintains budget tracking and project timelines.
    • Project Oversight & Coordination:
      • Manages capital improvement project contracts from initial development to closeout.
      • Manages complex projects involving grant funding and coordination with external agencies, ensuring compliance with grant requirements, proper documentation, and adherence to approved plans to fulfill all funding obligations.
      • Investigates and resolves citizen complaints related to City construction projects, drainage, traffic concerns, and environmental issues.
    • Regulatory Compliance:
      • Conducts inspections and audits to ensure compliance with ADA accessibility standards, MUTCD regulations, OSHA safety requirements, and environmental policies across City infrastructure, facilities and projects.
      • Identify and addressing deficiencies related to accessibility, safety, and environmental compliance.
      • Ensures compliance with stormwater pollution prevention efforts, erosion control practices, and environmental protection measures.
    • Public Engagement & Stakeholder Communication:
      • Provides project updates and information to citizens, businesses, property owners, and internal City staff.
      • Serves as a liaison between contractors, architects, utility companies, regulatory agencies, and City departments.
    • Surveying & Data Management:
      • Collects and maintains project data, GIS records, and infrastructure asset information.
      • Assists the City Surveyor in performing field surveys as needed.
      • Utilizes AutoCAD, GIS mapping tools, and project tracking software to document field findings and project progress.

    Division-specific responsibilities
    Facilities Division:
    • Works with the Facilities Manager to oversee contracts related to building renovations, new construction, and facility system replacements. Also manages replacement of facilities equipment including HVAC, generators, fire alarm systems, roofs and all other facilities related items.
    • Maintains detailed records of facility conditions, including HVAC systems, generators, fire alarms, roofing, and plumbing infrastructure to track performance and replacement needs.
    • Coordinates responses to facility emergencies, ensuring repairs are handled efficiently while maintaining compliance with safety standards.


    Performs other related duties as required by the applicable Division.


    REQUIREMENTS: An Associate degree or Bachelor’s degree in Civil Engineering, Construction Management, Environmental Science, Industrial Science, Architecture, or a related field is required, along with a minimum of four years of relevant experience in construction, project management, environmental compliance, or facilities management. An equivalent combination of education, training, and experience may be considered.

    The candidate must have a firm grasp of construction techniques related to facilities and possess strong knowledge of project cost estimating, bid preparation, and contract administration. The position requires experience in managing projects from initiation to closeout, including preparation of estimates, bid documents, schedules, and contracts, as well as leading project coordination meetings.

    Candidates should be proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and familiar with AutoCAD, GIS, or other project-related software. Strong analytical, problem-solving, and communication skills are necessary to effectively manage projects and collaborate with stakeholders. A valid driver’s license is required.


    SALARY: Pay Grade G11; $69,727/annually, $33.52/hourly plus a full benefit package.

    WORK HOURS: 7:30 a.m. - 4:30 p.m.; Monday - Friday, with occasional overtime expected.
