Job summary

Metropolitan Washington Airports Authority in Virginia seeks a Contracting Officer (Construction) to manage large-dollar construction contracts across DCA/IAD and related projects. You will guide pre-award and post-award activities, select contract types, and coordinate procurement strategies with the Office of Supply Chain Management.

The role demands five years of progressive experience, strong negotiation skills, and the ability to analyze bids and contracts.

Qualifications

• Five years of progressively responsible experience in construction administration or construction procurement and contracting including recent experience in negotiation of contract changes and claims resolutions.
• Knowledge of various types of contracts and methods of contracting (RFPs, RFQs, IFBs).
• Skill in managing and administering multiple major procurements and contracts concurrently.
• Ability to perform detailed analyses of data and information and make recommendations.
• Ability to speak and write effectively with emphasis on negotiation and persuasive techniques.
• Ability to use computer hardware and modern office suite software.
• Ability to establish and maintain effective relationships with contractors, key stakeholders, employees, managers, and others.

Responsibilities

• Carries out the entire procurement cycle, from cradle to grave.
• Reviews procurement requests, prepares procurement plans, and develops evaluation factors for contracts.
• Selects contract type and determines procurement method.
• Identifies sources of competition and plans procurement schedule.
• Prepares solicitation documents for Contracts Manager's review and amends solicitations as required.
• Chairs pre-proposal conferences and responds to inquiries from offerors.
• Prepares analysis of offers, including subcontracting proposals, pricing structures, and schedules.
• Conducts negotiations to obtain favorable terms.
• Chairs pre-construction conferences with contractor and stakeholders.
• Coordinates procurement for professional services and leasing/maintenance agreements.
• Performs contract management and contract administration functions; monitors performance and approves payments.
• Evaluates and negotiates contract changes and prepares modifications.
• Performs other duties as assigned.
