Metropolitan Washington Airports Authority is seeking a Contracting Officer (Construction) to manage procurement for large-dollar construction, architectural/engineering, and leasing contracts across Dulles and Reagan National airports and related facilities.

The role sits in the Procurement and Contracts Department within the Office of Supply Chain Management, leading pre-award and post-award activities, negotiations, and contract administration for major programs.

Qualifications

• Five years of progressively responsible experience in construction administration or construction procurement and contracting, including negotiation of contract changes and claims resolutions.
• Experience managing design and construction contracts and projects.
• Knowledge of contract types (firm-fixed price, cost reimbursable, etc.) and contracting methods (RFPs, RFQs, IFBs).

Responsibilities

• Carries out the procurement cycle from cradle to grave.
• Reviews procurement requests, prepares procurement plans and evaluation factors.
• Prepares solicitation documents for review; chairs pre-proposal conferences.
• Conducts negotiations to obtain favorable price and terms; coordinates contract administration and performance monitoring.
