Job summary

Hydrostor, a leading energy storage company, seeks a Construction Compliance Manager for Kern County, CA to ensure regulatory, environmental and licensing obligations are met during construction, commissioning and project close-out.

You will work with the Project Execution leadership, EPC contractor and environmental teams to maintain compliance systems, coordinate regulatory submissions, audits and reporting, and support successful handover to operation.

Qualifications

  • Degree in Construction Management, Engineering, Environmental Science or related discipline.
  • Experience managing compliance on major construction, mining, infrastructure or renewable energy projects.
  • Strong understanding of regulatory approvals, environmental compliance and statutory obligations.
  • Experience working within EPC or major project environments.
  • Strong report writing skills and experience dealing with government regulators.
  • Experience on large owner/operator renewable energy or infrastructure projects.

Responsibilities

  • Develop and maintain the project Compliance Matrix, ensuring all approval conditions, permits and licence requirements are identified, assigned and tracked through to completion.
  • Monitor compliance with regulatory approvals and statutory obligations throughout construction and commissioning.
  • Work with the project team to identify compliance risks and implement practical solutions.
  • Ensure compliance requirements are incorporated into construction planning and project delivery.
  • Act as the primary contact for regulatory authorities throughout the project.
  • Manage relationships with government agencies and coordinate inspections, audits and compliance meetings.
  • Prepare and coordinate regulatory submissions, approval amendments and responses to regulator requests.
  • Maintain accurate compliance records and supporting documentation.

Your Mission

The Construction Compliance Manager is responsible for ensuring the project meets all regulatory, environmental and statutory compliance obligations throughout construction, commissioning and project close‑out.

Working closely with the Project Execution leadership team, EPC Contractor, engineering and environmental teams, the role oversees the implementation of the project's compliance requirements, ensuring approval conditions, permits and licence obligations are understood, tracked and delivered. The Construction Compliance Manager maintains the project's compliance systems, coordinates regulatory reporting and works closely with government agencies to ensure compliance issues are resolved quickly and efficiently.

The role provides practical advice to the project team, monitors compliance performance, manages regulatory submissions and supports the successful delivery of the project through to commercial operation.

Your Day-to-Day Adventures
Construction Compliance
  • Develop and maintain the project Compliance Matrix, ensuring all approval conditions, permits and licence requirements are identified, assigned and tracked through to completion.
  • Monitor compliance with regulatory approvals and statutory obligations throughout construction and commissioning.
  • Work with the project team to identify compliance risks and implement practical solutions.
  • Ensure compliance requirements are incorporated into construction planning and project delivery.
Regulatory Management
  • Act as the primary contact for regulatory authorities throughout the project.
  • Manage relationships with government agencies and coordinate inspections, audits and compliance meetings.
  • Prepare and coordinate regulatory submissions, approval amendments and responses to regulator requests.
  • Maintain accurate compliance records and supporting documentation.
Compliance Reporting
  • Coordinate and prepare monthly and statutory compliance reports.
  • Collect compliance information from the EPC Contractor, consultants and project teams.
  • Ensure all compliance reporting is accurate, complete and submitted within required timeframes.
  • Maintain compliance registers and reporting systems.
Project Coordination
  • Work closely with the EPC Contractor and project teams to ensure compliance obligations are understood and delivered.
  • Participate in project meetings and site inspections to monitor compliance performance.
  • Assist project managers in resolving compliance issues that may impact construction activities or project milestones.
Monitoring & Assurance
  • Conduct regular compliance inspections and audits.
  • Monitor completion of compliance actions and manage corrective actions where required.
  • Maintain records to demonstrate compliance and support regulatory audits.
Commissioning & Project Close-Out
  • Coordinate compliance activities during commissioning and project handover.
  • Manage the submission of final approvals, certifications and regulatory documentation.
  • Ensure all compliance obligations have been satisfied before project completion.
Who You Are

We are seeking a highly capable and detail‑oriented Construction Compliance Manager with significant experience operating within complex construction environments ideally large-scale renewables projects.

The successful candidate will possess a thorough understanding of construction management systems, quality assurance frameworks, audit processes, and regulatory obligations, combined with a proven track record of identifying compliance risks and implementing effective corrective actions. Experience engaging with construction contractors, project leadership teams, regulatory authorities, and client representatives is essential.
