Job Summary
NAES is seeking a hands‑on Civil Construction Field Engineer / Owner's Representative to provide direct field oversight of civil construction activities on this greenfield power generation project. This position requires a professional who is comfortable spending the majority of the day in the field observing and challenging the work, not managing the civil scope primarily from meetings or reports. The Civil Construction Field Engineer will recognize improper civil construction practices, identify quality and constructability concerns, determine when work does not meet project requirements, and drive the EPC contractor and subcontractors toward appropriate corrective action. This individual will asl serve as eyes and ears in the field and must maintain the owner's expectations for safety, quality, sequencing, and execution even when direct owner supervision is not present.Essential Duties And Responsibilities

• Serve as Client’s day-to-day field representative for civil construction, maintaining a strong physical presence in active work areas.
• Directly monitor EPC contractor and subcontractor execution to verify work is performed in accordance with IFC drawings, specifications, approved methods, quality requirements, and project standards.
• Provide hands‑on oversight of piling operations, including installation practices, field conditions, testing/verification requirements, documentation, and resolution of non‑conforming work.
• Monitor site preparation, excavation, grading, earthwork, soil stabilization, compaction, foundations, concrete placement, underground utilities, drainage, roads, and associated civil infrastructure.
• Review contractor method statements, ITPs, inspection records, submittals, procedures, and QA/QC documentation before and during field execution.
• Independently identify deficiencies and initiate or support NCRs, corrective actions, punch‑list items, and field resolution as required.
• Verify contractor QC is functioning effectively while maintaining independent owner‑side quality oversight.
• Identify potential problems early - including incorrect installation, poor workmanship, sequencing conflicts, constructability issues, or deviations from project requirements - and drive resolution before they affect downstream work.
• Monitor contractor productivity and field execution against the construction plan and identify emerging schedule or execution risks.
• Coordinate civil interfaces with structural, mechanical, electrical, and other disciplines.
• Participate actively in Plan of Day (POD), End of Day (EOD), and other construction coordination meetings, bringing field observations, upcoming constraints, quality concerns, and corrective actions into the project cadence.

Job Requirements

• Strong greenfield construction experience on power generation, industrial, energy, utility infrastructure, or comparable heavy civil projects.
• Demonstrated direct, day-to-day field supervision of civil contractors and subcontractors - not simply overall construction management responsibility.
• Significant hands‑on experience overseeing pile installation and piling activities, including execution, inspection, documentation, acceptance criteria, and identification of installation or quality issues.
• Strong working knowledge of civil QA/QC requirements, including ITPs, inspection hold/witness points, contractor QC documentation, NCRs, corrective actions, and verification of completed work.
• Hands‑on knowledge of earthwork, excavation, grading, compaction, foundations, structural concrete, underground utilities, drainage, roads, and structural interfaces.
• Ability to recognize field conditions that do not conform to IFC drawings, specifications, approved procedures, geotechnical requirements, or applicable quality standards.
• Demonstrated ability to identify constructability, sequencing, workmanship, and quality issues in real time and work with the contractor to determine and implement appropriate corrective action.
• Strong understanding of applicable civil construction standards, including ACI, ASTM, and AASHTO, as well as OSHA and project‑specific safety requirements.
• Experience working in an Owner's Representative environment and holding EPC contractors accountable for contractual, technical, safety, and quality requirements.
• Ability to interpret IFC drawings, specifications, geotechnical reports, civil calculations, and survey data.
• Strong field inspection, documentation, communication, and organizational skills.
• Experience managing interfaces between civil, mechanical, and electrical disciplines.
• Ability to build and maintain effective working relationships with owners, contractors, subcontractors, and regulatory representatives.
• Ability to work in active construction environments and extended schedules as project needs require.
• Capable of working in and around energized or potentially energized electrical environments in accordance with safety standards and procedures.

Education / Experience

• 5-8+ years of directly relevant civil construction experience; demonstrated hands‑on capability is more important than total years of experience
• Previous experience on simple‑cycle, combined‑cycle, renewable energy, utility infrastructure, or other large capital construction projects preferred.
• OSHA 10/30 certifications required; First Aid/CPR certification is a plus.
