Job summary

The Cumberland County Conservation District seeks a PE-licensed engineer to perform reviews of PCSM plans for NPDES-permitted stormwater activities and to provide education on PCSM programs. This exempt, full-time role requires PA licensure and strong regulatory knowledge.

The position focuses on engineering reviews, inspections, and collaboration with municipalities, DEP, and other agencies to ensure compliance with PA stormwater standards. Salary is negotiable based on experience.

Qualifications

• Bachelor’s degree in engineering required.
• PE exam completion and PE license required.
• Must maintain current registration as a Professional Engineer in the Commonwealth of Pennsylvania.
• 5 years of experience in the Chapter 102 Erosion & Sedimentation Control/Post-Construction Stormwater Management Program preferred.

Responsibilities

• Provide education and outreach on PCSM and NPDES programs.
• Receive, process and conduct engineering reviews of PCSM plans as a PA-registered PE.
• Coordinate reviews under municipal/governmental agreements and with DEP as needed.
• Perform site inspections of PCSM BMPs and complete inspection reports.
• Assist contractors and technicians with PCSM reviews and provide technical guidance.

Job Summary:

To conduct engineering reviews of Post Construction Stormwater Management (PCSM) plans that accompany all new or renewed Individual National Pollutant Discharge Elimination System (NPDES) program permits for Stormwater discharges associated with construction activities for the regulated community as well as under agreements with Municipalities or other governmental agencies in accordance with the applicable laws, rules and regulations, policies, and procedures.

Essential Job Functions:

• ProvideseducationandoutreachserviceonthePCSMandNPDESPrograms.
• Maintains a system for receipt, assessment, and resolution of PCSMcomplaintsassociatedwithactiveNPDESpermittedsitespriortothe submittaland acknowledgement of the Notice of Termination (NOT).
• Receive, process, and conduct engineering reviews, as a Registered Pennsylvania Professional Engineer (PE), of PCSM plans that accompany all new orrenewedIndividualPermitsforStormwaterDischargesAssociated withConstruction Activitiesthathavebeendesignedinaccordancewiththe PAStormwater Best Management Practice (BMP) Manualorthathavebeendevelopedusingstandardsand design criteria other than those in the PA Stormwater BMP Manual.
• Provide PCSM plan reviews under agreements with municipalities orother governmental agencies in accordance with the applicable laws,rules and regulations, policies and procedures.
• Conducts inspections of PCSM BMPs and make notes in the standardinspectionreport forms when on site performing E&S Program duties during the construction phase of the project and conducta final inspection in conjunction with a Notice of Termination.
• Conducts and forwards all complaints related to PCSM BMPs to the Department of Environmental Protection (DEP)Regional Office Service Representative when construction is complete and aNotice of Termination has been acknowledged.
• Coordinate with Ag/PCSM Engineer on review findings after review of PCSM plans.
• Provides technical assistance to contractors, technicians, etc.
• Performs other job-related duties as required.

Minimum Requirements to Perform the Work:

Education:

• Bachelor’s degree in engineering required. PE exam completion and PE license required. Must maintain current registration as a Professional Engineer in the Commonwealth of Pennsylvania.
