Job summary

The State of New Hampshire, Revenue Administration, Collections Division, seeks a full-time Correspondence Clerk 4 in Concord to perform entry-level tax enforcement and collections support. Responsibilities include preparing notices, communicating with taxpayers, and assisting with licensing and filings.

The role requires 2.5 years of combined education/experience with a background in business admin, accounting, or auditing, and a valid driver’s license.

Qualifications

Responsibilities

  • Runs monthly report of taxpayers who have not filed returns timely and performs mail merge for written correspondence to taxpayer.
  • Prepares and distributes divisional correspondence, memos, letters, and reports as needed.
  • Uses templates to prepare legal paperwork on delinquent taxpayers as determined by Compliance Operator II.
  • Administrative preparation of liens, lien releases, and distraint receipts from collection activities.
  • Contacts delinquent taxpayers to collect unpaid taxes on small balances and initiates payment plans for approval.
  • Assists taxpayers with licensing and filing requirements in person/phone, including meals and rental applications.
  • Performs field work for tobacco compliance checks at retail locations and reports findings.
  • Back-up for front desk duties; answers division telephone queues and assists taxpayers.

The State of New Hampshire, Revenue Administration, Collections Division has a full-time vacancy for 43-4020 Correspondence Clerks-4.

Summary

Attends work on a regular and predictable basis to perform entry-level tax enforcement, licensing, and compliance work. Performs collection activity preparation on less complex, small balance accounts.

YOUR EXPERIENCE COUNTS

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS

Education/Experience: Equivalent combination of 2.5 years of education and experience after completion of high school. Education and experience must include business administration, accounting, auditing or related field, and include 2-year experience in public contract work that involves the preparation, maintenance or collection of financial accounts, inspection or investigatory work.

LICENSE/CERTIFICATION

Valid driver’s license

RESPONSIBILITIES
  • Runs monthly report of taxpayers that have not filed returns timely, performs mail merge activities for written correspondence to taxpayer.
  • Prepares and distributes divisional correspondence, memos, letters, reports or other documents as needed.
  • Uses templates to prepare legal paperwork on delinquent taxpayers, determined by Compliance Operator II.
  • Administrative preparation of liens, lien releases, and distraint receipts from collection activities.
  • Contacts delinquent taxpayers to collect unpaid taxes on small dollar balances. Notify taxpayers of delinquent taxes to initiate payment plans for approval by Compliance Officer II. Reviews small balance accounts for referral to Compliance Officer II for field work.
  • Assists taxpayers with licensing and filing requirements in person and/or on the phone. Assists taxpayers in the preparation of meals and rental applications and provides assistance for completing and filing meals and rentals returns.
  • Performs field work for Tobacco compliance checks at retail locations and prepares subsequent report. Retrieves tobacco stamps front vault to be transferred to front office.
  • Back-up for front desk duties. Answers the division telephone queues and assists taxpayers with their accounts.
  • Maintains taxpayer case files with up to date status information through the use of Department information systems. Complies with the division’s record retention and destruction policy.
  • Demonstrates behavior consistent with the Department’s Code of Respect in the Workplace, and upholds the Department’s core values of respect and teamwork. Demonstrates compliance with Dept. policies and procedures.
  • Maintains strict adherence to the departmental laws and regulations pertaining to confidentiality of all tax information obtained from records, files, tax returns, and departmental investigations. Instructs division personnel in the confidentiality requirements of the various tax laws administered by the department.
