Salary: $65,000.00 Annually

GENERAL SUMMARY:

The Compensation & Benefits Administrator is responsible for the administration, coordination, analysis, communication, compliance, and continuous improvement of TARC’s employee compensation and benefits programs. The position administers employee benefit programs for active employees and retirees; coordinates enrollment, open enrollment, billing, payroll deductions, vendor and carrier relationships, leave and COBRA processes, reporting, compliance activities, and employee communications; and supports compensation analysis, benefit renewals, budgeting, benchmarking, and recommendations to Human Resources leadership and the Executive Office.

The position serves as a technical resource and liaison to employees, retirees, supervisors, payroll, finance, union representatives, benefit brokers, carriers, third-party administrators, consultants, government agencies, and other stakeholders. The position is expected to exercise discretion and independent judgment, maintain confidentiality, meet regulatory and contractual requirements, and support TARC’s safety, customer service, and strategic outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • · Administers TARC’s employee and retiree benefit programs, including medical, prescription, dental, vision, life, disability, FSA, HSA, COBRA, wellness, employee assistance, and voluntary benefits.
  • · Coordinates and manages new hire enrollment, qualifying life events, open enrollment, retiree coverage, termination, dependent eligibility, and related communications and documentation. Audits enrollments and eligibility. Manages all related documentation.
  • · Maintains accurate benefit enrollments, eligibility, HRIS, and carrier data as it relates to benefits; reconciles elections and payroll deductions.
  • · Reviews and reconciles benefit billing, premiums, contributions, deductions, claims invoices, retiree premiums, and administrative fees in coordination with Finance and Payroll.
  • · Serves as liaison to brokers, carriers, third-party administrators, consultants, and vendors; resolves enrollment, billing, claims, and coverage issues.
  • · Administers, required benefit notices, compliance records, and other federal, state, plan, and TARC requirements.
  • · Ensures the organizations and plans compliance with the applicable provisions of COBRA and HIPAA
  • · Advises employees, retirees, and supervisors on benefits, leave, Medicare, disability, retirement, and related programs; processes applicable claims and documentation.
  • · Supports benefit renewals, compensation and benefit benchmarking, rate comparisons, budgeting, reporting, and recommendations to HR leadership and the Executive Office.
  • · Prepares and analyzes required benefit compliance, census, claims, cost, and financial reports, including applicable ACA/1095-C, PCORI, stop-loss, and other reporting.
  • · Coordinates employee benefit engagement activities such as orientations, health fairs, wellness initiatives, Lunch & Learns, and vendor education events.
  • · Supports union, legal, audit, and other HR matters requiring benefit data, documentation, research, or compliance information; protects confidential employee information.
  • · Evaluates and prices positions using TARC’s classification and compensation structure; develops, updates, and maintains job descriptions; conducts job analysis; and develops and applies appropriate FLSA duties tests to support position classification and exemption determinations
  • · Performs other related duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE:
  • · Bachelor's degree in human resources, Business, Finance, or related field preferred.
  • · Three to five years of experience administering compensation or benefits programs required; preferably in transit.
  • · SHRM-CP or SHRM-SCP and CEBS preferred.
NOTE:

Note: An equivalent combination of related education and experience may be substituted for the above-stated minimums.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • · Knowledge of employee benefits, compensation, leave administration, HR practices, and applicable federal, state, local, plan, and TARC requirements.
  • · Knowledge of benefit and compensation analysis, benchmarking, job evaluation, position pricing, job description development, and FLSA duties tests and classification principles.
  • · Strong analytical, research, reconciliation, problem-solving, and independent judgment skills, with the ability to analyze costs, claims, payroll, census, and compensation data.
  • · Excellent written and verbal communication, customer service, organizational, and time-management skills, with the ability to explain complex HR information clearly.
  • · Ability to interpret policies, regulations, plan provisions, collective bargaining requirements, and technical documents; prepare accurate reports and recommendations; and maintain confidentiality.
  • · Proficiency with Microsoft Office, HRIS, payroll, benefits enrollment, reporting, and other systems used to administer TARC programs.
WORKING CONDITIONS:

Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials. Incumbents may interact with upset staff and/or members of the public in interpreting and enforcing departmental policies and procedures.
