Job summary

Tactica Solutions LLC seeks a Community Planner to support the installation’s long-term development and mission readiness. This role leads the creation and maintenance of the Installation Development Plan (IDP) and ensures planning initiatives align with strategic goals and regulatory requirements.

You will review siting requests, analyze environmental and land-use factors, and coordinate with internal and external stakeholders to inform planning recommendations.

Qualifications

• Bachelor’s degree in civil engineering or equivalent.
• At least 3 years of military facility/infrastructure experience.
• At least 5 years of civil engineering experience.

Responsibilities

• Lead the development, maintenance, and periodic review of the Installation Development Plan (IDP).
• Review proposed projects and siting requests for consistency with approved development plans and policies.
• Analyze mission, environmental, land-use, infrastructure factors to support planning recommendations.

Tactica Solutions is seeking a Community Planner to support the installation’s long-term development and mission readiness. This position leads the development and maintenance of the Installation Development Plan (IDP) and ensures that planning initiatives—including facility siting, land use, infrastructure, and transportation networks—align with strategic goals, operational requirements, and applicable planning standards.

Location Hickam Air Force Base, Hawaii.

• Lead the development, maintenance, and periodic review of comprehensive planning documents and supporting plans. Ensure planning materials provide a clear framework for development and comply with applicable organizational and regulatory requirements.
• Review proposed projects and siting requests for consistency with approved development plans, policies, and planning criteria. Document findings and coordinate required follow-up actions with authorized personnel.
• Analyze mission, environmental, land-use, infrastructure, and other relevant planning factors at an appropriate level of detail. Use this analysis to identify constraints and opportunities and support planning recommendations.
• Coordinate planning matters with authorized internal and external stakeholders while sharing information only on a need-to-know basis and through approved channels.

Education / Certification

• Bachelor’s degree in civil engineering or an equivalent field from an institution accredited in the United States.

Required Experience

• At least 3 years of military facility/infrastructure experience.
• At least 5 years of civil engineering experience.

Clearance

• Satisfactory outcome of a background investigation for Tier 1 access is required.

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
