Job summary

Tactica Solutions, LLC seeks a Civil Engineer to lead asset planning for the installation’s facilities, transportation networks, and airfield pavements at Hickam AFB, Hawaii. You will use PAVER and BUILDER data to assess condition, develop lifecycle strategies, and prioritize civil projects to support mission needs.

The role requires coordinating with stakeholders, delivering data quality reports, and aligning projects with AMP goals through an Integrated Priority List.

Qualifications

• Bachelor's degree in civil engineering or an equivalent US-accredited program.
• Minimum 5 years of civil engineering experience.
• Minimum 3 years of military facility/infrastructure experience.
• Satisfactory Tier 1 background investigation clearance required.

Responsibilities

• Lead TNAP AMP development using PAVER data and prepare an annual TNAP AMP Report detailing network health, five-year project requirements, and investment strategies.
• Consolidate structural and architectural condition data from BUILDER SMS to develop comprehensive lifecycle strategies and input Facilities Sub-AMPs.
• Apply asset management principles to score, rank, and align civil projects with AMP goals; develop an Integrated Priority List mapped to AMP deficiencies.
• Oversee QA/QC of facility and pavement data to ensure AMPs are based on accurate metrics; prepare quarterly SMS Data Quality Review Reports.
• Coordinate with multiple flights and stakeholders to gather insights and maintain collaboration logs.
• Perform physical inventories, including plants/systems and real property equipment; conduct compliance inspections periodically.

Job description

Tactica Solutions is searching for a Civil Engineer to lead asset planning for the installation’s facilities, transportation networks, and airfield pavements. This position uses PAVER and BUILDER data to assess infrastructure condition, develop lifecycle strategies, prioritize civil projects, and support sound investment decisions. The Civil Engineer also ensures data quality, coordinates with key stakeholders, and helps align infrastructure requirements with operational and mission needs.

Location Hickam Air Force Base, Hawaii.

• Lead the development and continuous update of the Transportation Networks and Airfield Pavements (TNAP) AMP using PAVER data. Produce an annual TNAP AMP Report detailing network health, five-year project requirements, and investment strategies.
• Consolidate structural and architectural condition data from BUILDER SMS to develop comprehensive lifecycle strategies for base facilities. Provide Facilities Sub-AMP inputs, including lifecycle cost analyses and risk-based project prioritization lists.
• Apply Air Force comprehensive asset management principles to score, rank, and align proposed civil projects with the installation’s overarching AMP goals. Develop an Integrated Priority List (IPL) of civil infrastructure projects mapped directly to AMP deficiencies.
• Oversee quality assurance and quality control of facility and pavement condition assessment data to ensure AMPs are based on accurate, ground-truthed metrics. Prepare quarterly SMS Data Quality Review Reports.
• Coordinate with multiple flights and stakeholders to gather insights and ensure projects align with operational needs. Maintain documented stakeholder collaboration and communication logs.
• Perform physical inventories—including plants and systems, real property installed equipment, occupants, and facility footprints—to ensure accurate assignment information. Conduct compliance inspections of installation-leased or federally owned facilities every five years and historic properties every three years.

Education / Certification

• Bachelor’s degree in civil engineering or an equivalent field from an institution accredited in the United States.

Required Experience

• At least 3 years of military facility/infrastructure experience.
• At least 5 years of civil engineering experience.

Clearance

• Satisfactory outcome of a background investigation for Tier 1 access is required.

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
