Job summary

EightCAP, Inc. is seeking a seasoned nonprofit human services leader to guide a newly launched Outreach & Navigation Department through its next development phase.

This community-based Program Manager will build the team, refine workflows, and ensure the service model becomes fully operational and sustainable. The role oversees outreach, intake, eligibility, resource navigation, financial counseling, case planning, referrals, follow-up, and connections to EightCAP and community services, while

Qualifications

• A bachelor’s degree in human services, social work, public administration, community development, business administration, or related field.
• At least five years of progressively responsible experience in human services, community services, housing, energy assistance, resource navigation, case management, or related area.
• At least two years of supervisory or program-management experience.
• Nationally Certified ROMA Implementer certification—or ability to obtain within 12 months.
• A valid Michigan driver’s license and ability to travel throughout EightCAP’s service area.

Responsibilities

• Lead and develop employees who provide direct participant services.
• Bring structure and consistency to a newly formed department.
• Understand the realities of nonprofit, grant-funded, and community-based work.
• Build practical workflows and procedures without losing sight of the people being served.
• Strengthen coordination among Outreach & Navigation, Community Services, Weatherization, and other EightCAP programs.
• Develop partnerships with community organizations and public agencies.
• Balance compassion, accountability, compliance, and responsible use of program resources.
• Use program information and participant outcomes to identify gaps and improve services.
