Job summary

Celtic Property Management is seeking an experienced Community Manager to lead Vineyard Estates, a multi-housing community including HUD, LIHTC, and Market Rate units. This role requires a confident leader who can balance compliance, operations, occupancy, and team development while maintaining the highest standards of excellence.

The ideal candidate has 3–5+ years in community management with deep knowledge of HUD regulations, LIHTC, EIV, MOR audits, REAC inspections, and strong budgeting and

Qualifications

• Experience managing HUD Section 8, LIHTC, and Market Rate properties.
• Leadership and development of onsite teams.
• Strong budgeting, financial reporting, and occupancy management.
• Resident recertifications and annual renewals compliance.
• Proficient with Yardi.
• Bilingual English/Spanish preferred.

Responsibilities

• Lead Vineyard Estates through HUD LIHTC and Market Rate compliance and operations.
• Oversee occupancy, resident services, and day-to-day property operations.
• Develop and coach onsite teams to achieve performance goals.
• Ensure audits (MOR, REAC) and Fair Housing compliance are met.
• Manage budgeting, financial reporting, and vendor relations.

Celtic Property Management is seeking a highly experienced Community Manager to lead Vineyard Estates, a community that includes HUD, Low-Income Housing Tax Credit (LIHTC), and Market Rate housing. This position requires a confident leader who can balance compliance, operations, customer service, occupancy, and team development while maintaining the highest standards of excellence.

We're Looking For:

• Minimum 3–5+ years of Community Manager experience.
• Extensive experience with HUD Section 8, LIHTC (Tax Credit), and Market Rate housing.
• Strong knowledge of:
  • HUD regulations
  • LIHTC compliance
  • EIV
  • MOR audits
  • REAC inspections
  • Federal Fair Housing requirements
• Proven experience leading and developing successful onsite teams.
• Strong budgeting, financial reporting, and occupancy management experience.
• Experience with resident recertifications, compliance, and annual renewals.
• Proficiency with Yardi is strongly preferred.
• Bilingual (English/Spanish) is highly preferred.
