Community Disaster Program Manager
Region: Southeast Pennsylvania – Chester, Delaware and Montgomery Counties. Location: West Chester, PA.
Job Overview
Supervises the implementation of disaster services within an assigned geographic area, leads Disaster Program staff and volunteer teams in local preparedness, response and recovery, and manages government partnerships.
Key Responsibilities
- Manage and support an employee and volunteer team responsible for implementing volunteer‑led disaster services programming.
- Lead and supervise disaster cycle services activities or specific functional activities within the region.
- Develop and support disaster volunteers who are diverse and represent the communities served.
- Coordinate community preparedness, mobilization, and partner engagement for disaster response and recovery.
- Build relationships in a matrix management environment with internal partners, employees, and volunteers.
- Act as the local disaster subject‑matter expert to maximize Red Cross presence and engagement.
- Initiate and coordinate disaster relief operations in the assigned area or region, aligned with the Disaster Cycle Services Concept of Operations.
Minimum Qualifications
- Bachelor’s degree required, or equivalent combination of education and experience.
- Minimum 3 years of related experience.
- At least 1 year of lead or supervisory experience.
- Regional travel with a valid driver’s license.
Required Skills and Abilities
- Excellent interpersonal, verbal, and written communication skills.
- Analytical and decision‑making skills to interpret program trends, formulate recommendations, and develop continuous improvement processes.
- Record of collaboration with diverse groups and community representatives, managing multiple priorities, facilitation, problem solving, marketing, leadership, and partnership management.
- Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Ability to work outside regular hours, including nights and weekends.
Deployment Requirement
Required to deploy to disaster relief operations outside of the region at least once a year. Must meet all training and physical capacity requirements for deployment.
Residency Requirements
- Preferred candidates reside in Chester, Delaware, or Montgomery County.
- Positions are chapter‑based; employees are expected to work daily within their assigned area.
Physical Requirements
Work involves sitting, handling, reaching, lifting up to 15 pounds regularly and up to 30 pounds occasionally. The environment is moderate noise with frequent use of a computer terminal.
Preferred Qualifications
Experience in community and volunteer engagement, and project management.
